You can change Zen into ECs by simply buying something like Lockbox Keys and selling them on the Exchange. You buy the Key for 125 Zen and sell it for around 1.5 million ECs.
You can do the same with EV Suites, the special BOFFs, and many other C-Store items that can be sold on the Exchange.
STO is about my Liberated Borg Federation Captain with his Breen 1st Officer, Jem'Hadar Tactical Officer, Liberated Borg Engineering Officer, Android Ops Officer, Photonic Science Officer, Gorn Science Officer, and Reman Medical Officer jumping into their Jem'Hadar Carrier and flying off to do missions for the new Romulan Empire. But for some players allowing a T5 Connie to be used breaks the canon in the game.
I'll echo everyone else: there's already ways to do it, any likely more for savvy players.
Find the items in the Z-Store that can be sold to other players. Lockboxes, Fleet Modules, etc. You can sell those for a nice amount on the Exchange. You can also earn or buy Dilithium (with Zen) to buy Common and Uncommon Unreplicatable Materials to sell on the Exchange. Duty Officers can be obtained for free from Starfleet Academy and Klingon Academy, then sold on the Exchange.
Its actually a very nice system. Players with time can earn and buy things to sell to folks with money will want.
I will note, however, that Silver/Free players do have a 10 million Energy Credit cap on them. Earning 500 Zen will let you buy the EC Cap Increase from the store, letting you go from 10 million to 1 billion. So, if you're a free player? I'd make that a short-term goal.
The Dilithium Exchange is your friend, and will be a valuable asset no matter how you decide to go about things. Remember - there are things in-game that require Dilithium to purchase!

That would certainly put another huge obstacle in the path of the gold sellers. I wonder what it would do to the layers of abstraction PWE needs to keep lockboxes from legally becoming gambling. If it worked in reverse, so you could convert EC into Zen, that would be very bad for them legally.

I am also 99 percent sure this is the exact reason (this chain of events) that the refine cap exists. Contraband is candy to the KDF. I literally can get over 50 a day if I half try. Thats 20,000 raw dilithium

That's why I have 4 toons sitting in ESD and doing nothing else - I get the contraband, send it to them, refine it, and then use the dilithium for whatever I want. I can get 48000 a day considering I have 2 toons I actually play.

as has been mentioned in other replies there are certain ways to do this though they tend to be a bit drawn out and long winded.
in my own opinion zen and dilithium are far too valuable to convert into ec by any means.
sure convert zen to dil or dil to zen no problem they are both currencies that are quite hard to get hold of without spending cash or working very hard in the game to earn them.
energy credits on the other hand are so easy to come by with very little effort that they are worth next to nothing.
you only need to play a few games of one of the many high earn ec games from the foundery and you will have two million ec in no time flat.
or get some easily obtained items that can be picked up freely like lockboxes or crafting metirials that seem to go for fairly high prices sometimes its shocking how much ec you can make in a very short while doing that.
i know some players sell items from the c-store for ec on the exchange and if that is what they want to do then fine but i would never buy anything from there just to sell it for ec myself zen is far too precious to me to waste it like that.
When I think about everything we've been through together,
maybe it's not the destination that matters, maybe it's the journey,
and if that journey takes a little longer,
so we can do something we all believe in,
I can't think of any place I'd rather be or any people I'd rather be with.

now is t5 in all reps and he has about 10mil in his pocked and about another 10 mil in the account shared bank.
all gained from recycling and selling unwanted drops.
that's without even trying very hard.

the only reason the dil exchange exists is because us selling ZEN usually means we've bought it from them thus they make money out of it

Cryptic makes money, you turn ECs into Zen.
