It has an effect similar to the Plasmonic leetch (Can't use both at once though)
And I find the Fleet Elite Shields are better for PvP.
*I was using the Adapted MACO XII for a long time (with the Adapted MACO Deflector)
I switched to the Fleet Elite Shields XII and think the adaptive shielding has helped me more then the large capacity Ad MACO Shield.
The sets are superior to the single Fleet pieces. Yes the fleet pieces have better numbers, but you don't get all passive advantages some of sets give you. Especially if using one that adds to weapon damage (like the Reman plasma or Jem'Hadar polaron bonus). It also depends on the ship. For a Jem'hadar bug with full polaron weapon and tac console layout, you'd be a fool not to use the Jem'Hadar set.
But since I have the MACO sets I'll stick w/ them unless I find my ships blowing up alot. Plus there is a Dyson Rep set, so might be best to hold your Dil and other 'monies' until you see how that rates.
It's the standard MACO (Adapted KHG) shield that has the Conduit Link ability. Adapted MACO (standard KHG) has the sensor jammer ability.
I run the Resilient Elite Fleet Shields ResB + Adapted MACO Deflector and Adapted MACO Engines. Highly recommended.
You are indeed correct Mandoknight
