I think the Mark 10 gear in the rep system really serves no purpose. Why would anyone grind for the level and gear that is only Mark 10. The goal for most players is Mark 11 and the hard core are going for Mark 12.
The Mark 10 should be part of the mission rewards (i.e., Borg/STF gear in the Borg/Undine Missions; Romulan/Nukara/Voth can be in the respective end-game zones). The purpose for this is to give players a "taste" of the end-game gear and motivate the players to do the grind for the better (more worthwhile) end-game gear.
An additional "bennie" would be to give a discount for the next set (Mark 11 or 12) by exchanging the Mark 10 for the new set, thus reducing the overall grind time.
The Mark 10 gear missions would be repeatable so players can get multiple versions of the ship gear (but only one set of each) and multiple versions of ground gear to include the same set to allow for fitting out an away team.
Right now, I am just focused on Mark 11 gear, but since I really have not used any, I am hesitant in grinding for just any set. If I had easy access to Mark 10 then I would know the capabilities of each set and feel more confident in selecting a Mark 11 gear to grind for during gameplay.
Mark 10 is not worth the grind so why have it in the rep grind?

I think a better option would be to reduce the costs of the lower end gear if they wont give it as a mission reward or give it a trade in option so that getting it and trading in for the higher rep stuff reduces your expenditure towards Mk XI or Mk XII.
at least if you got enough borg stuff you would been able to sell it off for 80k each. so cramming to get the borg space kit was something i used to do before f2p.
