Jetpack. Plenty of silver glinting on the backside. Though it is not a model I'm familiar with. Prototype? I first thought it was a Martin Jetpack but that would have looked larger in the shot.

Useful chart. That bottom row, 2nd from left one finally explains that 1969 UFO that was in the upper atmosphere. Though it doesn't quite explain how the weather balloon just disappeared in front of the jet pilot. Hmmm...
I think the glinting is from the faceplate of a motorcycle helmet.
The flight-pack itself appears to be a model whose kit is (or was a few years back) commercially available - it's basically two huge ducted fans, worn like a backpack. It runs off a lawnmower-type engine, and won't fly for very long at a time due to fuel constraints.
