It would depend on what your career is and what you want... I have the Wells and Mobius for my science captain and the temporal warfare console set.
It's pretty beastly and alot of fun.
Not to mention the bonus ability from having both the manheim device and tipler cylinder from each ship. Both ships work well for a sci captain as well....that's my input.
I'd say that the Wells Timeship trumps the Obelisk in every conceivable way. It's just better, IMHO.
Now if you looked around the forum, you probably know that tactiacl officers do pair up nicely with science ships. The Wells has a flexible setup and will enable you to use it the way you desire granted you like using science skills, which can be quite fun. So you can keep your Wells and use it with your Tactical Captain, you'll have a lot of fun and it will rock especially in PvE although the Wells is a mighty fine PvP vessel as well.
Now that said, since you're tactical you might want to use the dedicated tactical timeship - the Mobius Destroyer. I'm not gonna' lie, I got the Klingon variant of the Mobius - the Krenn on my Klingon Tactical and it's an awesome escort-type ship. It delivers in aces in spades.
Still the preformance you'll get out of the Wells as tactical in nothing to be worried about, the decision between those two would be what style you prefer to play - fast pew-pew with a lot of raw DPS or you want to use science tricks to complement the pew-pew.
So I'd recomend forget about the Obelisk, not worthed 800 lobi, either use your Wells or sell the Wells to get a Mobius and if you really want to spend the lobi you've got get yourself the temporal warefare set, it goes well with these ships.
Usually I don't reomend getting more than 1 Lockbox ship on a single char, but in this case (tactical char using science or tactical timeship) it's quite possible to make use of both on a single char, so if you have the opportunity keep the Wells and get the Mobius, what the hell. I'm considering getting the science version for my Klingon that has the Krenn as well, plus you if you have both you can use both skins on any of the ships. I still recomend that if you do this, get the other one for EC from exchange and save your lobi for the set or something else you might need from the lobi store.
SHPOKS, YOU DID IT!
Because of you I decided to keep the science vessel and get the Mobius from the exchange and the temporal set from the lobi store. You described my way of playing pretty well: pewpew and using science stuff. (I just left tribble: I plunged into a group of 6 or so frigattes and a battleship firing all I got ( adv fleet ap beams, gravity well, isometric charge, etc etc and using my swarmers. I popped offcourse, but had fun. Like you said : what the hell". It's a game and its supposed the be used for fun!

Toons and their character-bound gear delete at the same time. EC can survive in different forms to live on in the pockets of new toons.
