Fleet action question

In the fleet action events, where you can get a nice shiny prize for a top three placing, you are usually placed into a team of five even for things like Starbase 24 where there can be twenty players on. So is your top placing out of those five, or all twenty? if I get say third place, have I beaten 17 players, or just 2? Mostly just curious. Thanks.

    Back in the day a scoreboard came up after sb24 was finished and it was out of everyone there. So assuming it hasn't been changed its out of everyone.

    Although a fleetmate and I both got 3rd place one time so who knows how it works.
