on your fed, in the tailor, go into the 2nd Uniform slot, go to Head, and at the top right there should be a drop down menu, it has uniform, off-duty, and formal options.
Be aware that ths is on a toon that was Pre-LoR, so idk if its been changed or not with a new fed toon post LoR.

Just created a brand new character, went to the tailor, created a new uniform slot and under the uniform tab was the options for off duty and formal wear. If you're using a new character, make sure you're not using the default slot (as that didn't work for me).
Also at this point if you're not seeing that pulldown we need a screen shot to actually see what you're seeing as a drop down menu not existing doesn't make sense when if you can't use it it should be greyed out.

Precisely. People told me in-game to look for that, and no such thing is present. It appears on my boff uniform screens, but it's greyed-out. As far as I'm concerned, Cryptic stole my money and gave me an ugly belt in return.

Cryptic hasn't stolen anything. If you are not seeing the button then one of two things is happening. 1. You are are trying to do it on your default (starting) costume slot or 2. You are experiencing a bug and should file a GM report in-game.
Beyond that, there is nothing us on the forum can do for you.

A new character starts out with two character slots when they enter the game. The first slot is the Uniform only slot and the second slot is a universal slot. The third costume slot is unlocked via joining a fleet. Slot four and beyond may be purchased via the cstore.
The mercenary outfit is considered an "Off duty" costume option, it cannot be slotted in costume slot number one, as this slot is reserved for Starfleet, Romulan Republic, or Klingon Defense Force uniforms only.
To change to the off duty section first go to any given tailor. Next, select slot two. If you only have one costume slot listed, click the create button. At the bottom Left corner of the screen, uncheck the box labeled "Show unowned costume parts". Now, at the center near the bottom of the screen, there is a subsection labeled "Advanced", click the button that is labeled "Head". Do not click this button more than once, as doing so will quickly open and close the "Advanced" window. At the very top of the Head advanced window, there is a dropdown that should say "Uniform". Click this and shift it over to "Off duty". Now, down in the advanced section, click on "Uniform" and add in the mercenary pieces to your character as you see fit.

Maybe the information was useless, but everyone has so far been TRYING to help, but you've only been hostile. Is it a misunderstanding? Yes.
