Why are there three different fleet provisions that all cost the same amount of EC to replicate? Why not condense it down to one simple "Fleet Provisions" which can be used for projects of all holdings???

As cool as that would be they don't cost EC they cost fleet credits.
I'd support a single 'holding provision'. But maybe this is more of their 'future-proofing'. That is, maybe they'd rather start with separate provisions in case a later update only made sense with separate provions. It's hard to imagine what sort of update that might be, though.
The only current differences are in a few ways you get extra provisions. Embassy provisions could be won through a doff pack, and mine provisions can be earned through critical successes on mine doff assignments. But these few things would make sense even if they rewarded generic fleet provisions instead. It's not like there's significant content that would be ignored if it wasn't needed for its specific holding's provisions.
Take a look at my Foundry missions! Conjoined, Re-emergence, and . . .
I already mentioned in other threads that I think these should be merged into a single type of fleet holding provision. Another thing they might want to consider is getting rid of the buff icons for the starbase and spire transwarps. This information is already available in your transwarp list. Are they going to add a new buff icon for every fleet holding with a transwarp?

Thank you for correcting me. YOu're right. Nevertheless this doesn't change the fact of three seperate provisions being redundant.
