So I've been noticing a problem. Grinding flets takes quite a bit of stuff naturally, but for a smaller fleet, getting just the starbase maxxed out is a huge endevor; meanwhile, Cryptic keeps adding fleet holdings which serves to keep moving the finish lines. The grind for small fleets is trememndous since each person has to do so much to keep things rolling.
At the other end of the spectrum you have the ginomous fleets such as mine. Even with a couple alt fleets we have people who are sitting on stacks of fleet marks because the projects fill up with those too quickly. While fleet marks are the biggest offender, it is really only dilithium that doesn't seem to fill in a matter of minutes (after all what good are your fleet credits once you've burnt all your dil that you also have to spend to get gear?)
I know the issue for bigger fleets can be filed under #FirstGalaxyProblems, but it does demonstrate an issue: small fleets are struggling to get enough resources while large fleets are struggling to spend them. Given this situation, Cryptic really needs to introduce a mechanic where larger fleets can team up with smaller fleets to help them built up their holdings. That would let smaller fleets progress better while the members of larger fleets can actually gain some fleet credits. To keep the large fleet from just swamping the small fleet's projects before the small fleet's members can contribute, there should probably be an option to limit how much outside contributions are accepted.

There were numerous suggestions long ago for helping small fleets, including fleet alliances. So far, it seems that Cryptic doesn't think it's worth implementing. Some large fleets are helping small fleets by giving out map invites on the public service channels, but the large fleets don't get anything in return for it. My guess is that Cryptic did not originally intend to allow members of one fleet to purchase gear from the stores of another fleet. They seem to be turning a blind eye to it though, and at one point, the "Public Service" channel was even the subject of a guest blog.
When a veteran player has everything he needs and a fleet is built why not move to a smaller fleet and help them? It is not like you will loose any friends. In fact, you will make even more! The smaller fleets and new players could really use your advice and skill as well!

Id rather not grind out 7 million fleet contributions again. =/ That was expensive. Not that I am quite done yet, as there is a new holding coming soon and I wanna help get it done, and the KDF fleet isnt quite done yet... but... i like being a large fleet. Share the load.

I really, and i mean this... i really do not understand why everyone has to be a do it yourselfer in the game. It is not designed for that.
Even with 10 alts it would take someone three weeks to grind just the dilithium for ONE of the tier 5 upgrades. Just one.

I am the head of a small fleet and we are puttering along quite nicely. We have about 100+ characters that are played by about 70+ actual people. And of those I'd say 40 or so are the really active ones.
We were founded in March of this year and we just hit Starbase 3, Dil mine 1 and a tier 1 embassy. We also have every special project you can have (so far) for the fleet, minus tribbles. Unless you can play soccer with them, we'll pass.
Now we are focusing all our efforts on the Dilithium mine so we can get some of those sweet, sweet material discounts.
We are a casual fleet and realize that there are other games, other activities and yes, even real life, that can pull a player away from a free to play game.
We are just here, chugging along, ready to welcome back old fleetmates who took a break while we keep the Starbase porch light on for them.
We obviously have a very dedicated core group, but in general we are just here to immerse ourseves in Trek, have fun and hang out. We'll get our tier 5 Starbase eventually, but until then we're just happy to be playing internet spaceships.

I said this would happen when S6 rolled out, small fleets would be left behind or fall by the wayside and sure enough it happened. Unfortunately as good an idea as Fleet holdings were they were p... poorly implemented and were done so under a seriously flawed design to begin with. I shudder to think how much work is required to fix them

I have an idea let's not make this a developer issue and make a leader to leader issue among our fleets.
I am leader of a small fleet. Currently 73 in the roster with an actual number of active players somewhere near 10 or so. Anyhow, the biggest problem my fleet has is that lack of active players means projects sit for days. Until someone takes the initiative to contribute and fill it.
If you have players that have trouble with spending their resources please send me in game mail and I would be happy to invite those players to my fleet. Let them know Directive 010 is always open to players even if all they want is to gain some fleet credits.

This. This this this this this this. I've hopped around a few fleets recently and this is the big problem here. You probably get a good 80-90 members in your fleet, but how many are active? Even more, how many are actively contributing? Fleets grow slow not because Cryptic keeps moving the line back, but because players will join, then disappear. I mean, right now, the fleet I'm currently in is sitting on an "Upgrade to Starbase 2" that's barely passed 37%. Most of what it needs is Fleet Marks and Dil and it seems like I've been the only one contributing to that, but I falter on the Dil because, even though I'm sitting on a whole bunch from this event, I'm afraid that if I put it in, it's just going to keep sitting there and I'm gonna be pissed that I just wasted it on something that isn't moving.

We have (because some members left the game entirely) 21 members now in my fleet. I am also a fleet leader. Only two other members and myself contribute. So needless to say just one fleet project takes us almost a month to complete. Though we're inching closer to tier 3, it takes so much of our (the three of us) resources.
I have tried with no success over the last two months to get other fleets to make alliance. I guess they really think that there is no real benefit to it. I think there is a benefit and as the leader of a small fleet I would welcome help from a bigger fleet especially with some of the big projects my fleet has coming up in the short future.
Anyway I said in another post send me in game mail I would be happy to invite players that need to come over to get fleet credits or anyone that is feeling generous enough to help out a small fleet.
Unlike what some of my fellow fleet mates said there is a benefit to having alliances and one of them is to run some content together or to have members contribute to the fleet and gain fleet credits which you can take anywhere.

Honestly. I have a fleet of about 12 we got the Dil mine to tier 2 the Embassy to tier 3 the Starbase to tier 3 with a tier 4 shipyard. BUT!!! with the Public service channel everyone of us has all the XII UR consoles and Elite fleet Weapons and Elite Fleet space and Ground gear Elite Pets, Elite Cores and so on. There are so many Tier 5 Fleets that will give you free access to gear and ships that it's not even required to level up a starbase anymore. Just go to Public Service and ask and ye shall recieve.
i'm fairly certain I see where this wan to help smaller fleet comes from. The fleet I am in is maybe a medium sized fleet, but most of us are very active and have at the very least 2-3 alts in the fleet, making it look like a large fleet.
But a lot of us have huge stockpiles of fleet marks, and I mean HUGE, my primary has well over 6000. With that much its a race whenever a new project comes up to donate those to get some fleet credits. While the Dil dawdles behind because well dil is a hassle at only being able to refine 8000 a day.
What they should do to "assist" these stockpiles could be one of two things, sure we could drop stuff on smaller fleets to help them, but in the end mostly we would be hurting them as you know we aren't going to contribute dil, we would end up filling all their cheap stuff and leaving them floundering with heavy dil needs.
The second is a mark grinder like we have for the personal reps. Marks for Dilithium. BUT make it REFINED Dilithium we get for those so we can put that into the fleet projects that require it. This idea I would fully support.

Seventy people is not a small fleet. My fleet consists of two peoples' collection of alts.
TWO.
We've unlocked shipyard tier 3, advancded fleet warp cores, and soon advanced fleet weapons. (don't ask me why I did it in that order)
After that, we'll grind for those elite fleet shields, and then the fleet engineering consoles. That ought to about close out this decade.
BUT WAIT, fleet Tac console grind coming soon. *cry*
Focus all fire on finishing the Fleet Dilithium Mine. Tier II unlocks a special duty officer project (5 seconds long) that refines an extra 500 dilithium ore per day. It may not seem like much, but 500 more dilithium adds up fast. Not to mention you get 15% reduction in all construction costs on every other project.
The mechanic already exists for people to buy from a T5 fleet via a Fleet Map invatation, why not the reverse...
Give us a console on our base, mine, embassy where fleet contributions can be made to the host fleets holdings.

Ah my tiny fleet and its monumental failure.. cryptic wants a large% of the $20,000.00 USD for a completed SB so they help us not at all. I have allied with larger fleets (across factions) and have access to what I need, yet considering Im now in 5 fleets its a pain still... Alliances need to forge-able.. beyond simple agreements.. Let us incorporate our smaller fleets into larger fleet's holdings (keeping our banks and emblems)

There is a really big caveat to this.
After or during the upgrade of the Dil Mine, you must prioritize the Fabricator Starbase above all else: the fleet credit cost for every provision (mine/embassy/likely spire) is dependant on the level of your fabricator - a Tier V fabricator will make you only spend 400 per instead of 750 for a Tier 0 one. This makes an incredible difference for the mine upgrades.
For anyone willing to help small (or smaller than yours) fleets, these are the two I'm in:
FED: Browncoat Brigade Command (15 users, incl. alts, but usually only about 5 seem to be active at most; I'm Mal@philipclayberg and T'kav@philipclayberg)
KDF: The Targs of Kahless (maybe twice BBC, but again very few seem to be active; I'm K'nesh@philipclayberg)
Btw: I have no desire to take advantage of the T5 invites. I'd rather do the best I can for the fleets I'm in. True, it takes longer this way, since I'm not in a huge fleet. But what's the point of being in a fleet at all, if you don't do your best to help the fleet(s) you're a member/members of?
