trying to get some info on this torp launcher, are they any good? are they slow like the rom heavy torps? i have some good torp skills for my bridge officers and was wondering if this would be a good torp launcher to have on a escort. thanks in advance for any feedback.

The Shranel Torp has some odd rules on how it does damage that severely limits it's effectiveness. I'll grab a screenshot later if I remember it, but basically the shrapnel torp fires 14 small missiles that do X damage total. The catch is that that X damage is divided up among available targets; against one target it does X damage, against 2 targets it does X/2 damage to each and so on. The 3 minute CD just adds to the "why bother" factor.
The Shrapnel torp is utterly useless. Barely can see them, no sound effects, and the damage is low. The Destroyer though is a good ship, I just took the console off it.

Agreed -- the shrapnel torpedo needs some serious fixing.
1) It should never have been a console since it is obviously a launcher
2) It should have been given a magazine-style rapid fire system like the Omega Torpedo
3) It should work with High Yield and Spread skills
4) The shrapnel projectile graphics are very difficult to see -- no bright heat blooms or easily visible smoke trails.
The shrapnel torpedo feels like it was rushed into production, and now all its flaws are showing.

i have both ships and have done some small tests with the torps. to answer some of your questions.
1: yes they are somewhat slow like the rom hyper torp and can be destroyed by enemy fire.
2: from what i've seen only a very limited number of buffs work on the torps (i was only able to boost them to 22k)
3: for an escort well no, it's a console not a weapon and can only be used on the Tal Shiar ships
at 22k damage with a 50% pen I was able to drop a fleetmates fleet excelsior hull by about 10% with his shield at 100% but that was with all warheads hitting the target.

The torpedo itself should have made so it fires a single torpedo that breaks up, and than can be effected by torpedo spread, sort of like the cluster torpedo. It's decent, and I think it should be able to be mounted on other ships too, but that's me.
