Places a subspace beacon to signal the closest escort to come and assist you?
I'm kind of worried it is something lame like that.
Other than that, my guesses are:-
*Some sort of effect similar to viral matrix.
*Something that creates the static effect the crystalline entity uses, reducing visibility and perception.
*Some sort of team ability.
I think Cruiser Comm array is going to be like an aura that enhances the performance of the team. Maybe it increases "communication" between the team to enhance the team. This should make cruisers a viable part of any team instead of the unwanted stepchild of STO. Not sure what the enhancement will be. Perhaps improved passive regeneration of hull/shield and/or some offensive bonus such as increased shield penetration...increased critical chance or damage etc. Anyhow, something like this. I guess we'll see soon enough.

Unwanted? Well depends if you are talking PvP or PvE. In general in PvP, you rarely see cruisers as part of a premade. Generally made of escorts and 1 or 2 sci ships. Why? There is no real role for a cruiser as other ships (escorts and sci ships) can usually tank well enough. In PvP, there is no role the cruiser specializes in that is "valuable" to the team...it doesn't bring anything special. DPS? Get the escort. Control/debuff...get the Sci ship. There is no real role for a tanker.
Of course with the advent of cruiser builds like AuxtoBat/FAW, cruisers are the DPS kings in PvE. I run a tactical cruiser myself...and I rock in it.
Unwanted is a general perception in STO at the moment. I agree with you...I think Cruisers are under-rated. I've been flying cruisers since launch and I know this is not true. Built correctly it can be a force. I think this perception is slowly changing. I think the addition of "comm arrays" for cruisers is a way by Cryptic to make cruisers more "useful" to the team.
Also note that Flight Deck Cruisers and Battle Cruisers will also get them, which should be interesting with a Torkat (I think I misspelled that).
I was thinking only the Bortas gets it for the KDF, no Romulan Warbirds get it, and it comes standard for Fed cruisers unless they have more than 3 tac slots.

When they first mentioned that cruisers would get something special three types of cruisers were specifically mentioned Regular Cruisers, battle cruisers, and flight-deck cruisers.
That's no better! That just means everything will get held up by the NSA for an investigation long before it reaches it's destination. :P

Based on the quote ("We are currently working on a new mechanic for Cruisers...as well as Science Vessels") I'm thinking it might not be an equipment slot, but an innate power, similar to the subsystem targeting and sensor analysis science vessels have already.
Also sounds like escorts aren't getting anything in the deal, which is sure to spark all kinds of rage. As an escort captain, though, I'm not too bothered. Unless com arrays and whatever science vessels get is really hillariously OP we don't really need anything.
I remain empathetic to the concerns of my community, but do me a favor and lay off the god damn name calling and petty remarks. It will get you nowhere.
