Some may ask why I am asking this. The answer is simple: The Ha'pax has a T5 variant called the Haakona which SHOULD give a discount when purchasing the Fleet Refits. I would like to see T5 variants that could also give this discount. In addition, selling T5 versions can also give out a console for each of them.
The question of the console would be an interesting one. One route is to give unique features to each of the warbirds. I however have a quicker solution: use already existing T5 consoles. I would recommend that the Ha'nom be given the Ablative Armor Generator and the Ha'feh should be given the Metreon Gas Canisters as well as a Plasma wide angle torpedo.
They are no current plans for fleet refit versions. There is a fleet version of the Ha'feh (i have 2).

I'm not talking about a Fleet Refit version. I am talking about a T5 Vice Admiral version like the Regent is the Refit of the Sovereign.
And thinking more on it, I believe that the T5 Ha'nom BOFF layout should be changed. The Ha'pax and the Ha'feh swapped the Lt. Commander slot for a universal, why was the T5 Ha'nom not done so as well? Would that have made it too powerful? I fail to see why.
All Romulan ships from T4 have the Quantum Absorption ability which IMO does a better job than the Ablative Armour Console.
As for the Metreon Gas Cannister, that is the worst console and why would the Escort need the Wide Angle Torpedo?
The Reason the Fleet Ha'Apax has a Universal Lt.Com is to make it compatible with the Haakona because the console works on both.
Not sure why the Ha'Feh has a Universal Lt.Com but I believe 90% of them run a Tac there anyway.
A lot of the Federation line up is based on expanding features in the game. The Romulan ships have all been designed with 5 Tiers and a Fleet vessel in mind.
As for the Ha'Nom considering all the options a Romulan Admiral with a taste for Science has, they are probably going to fly the Ha'Nom as a straight Science ship or they just figured nobody is actually going to buy the Fleet version.
I'd rather a T'Varo or Dhelan.
