The plasma proc is maybe the worst proc in the game atm. Disruptor and the extra CrtD from Antiproton deals more damage and in PvP everyone got HE.
The reason why plasma boats are used at all is because of the disruptor proc of romulan ones, the embassy consoles and people who likes green but dislike the one from disruptor
Suggestion:
Instead of a 2.5% proc chance, make it 100% with a maximum stack of 5 and the plasma burn itself ignore armor by 50%.

plasma proc is probably the best proc in the game, along with disruptor. Hazard emiters have a long coldown and is needed for clean too many things (eject warp plasma, theta vent, shipon drain, etc...). The reason why nobody used plasma in pvp was maco/khg shield, now that everyone is running fleetshields, plasma is back.
The reason why romulan plasma is used is cause is the best weapon for damage over time, with 6-7 beams u can have a constant debuff to hull and plasma fire on target.
What u are suggesting is overpowered as hell, 100% hit chance with armor ignore and stack 15 times? are u kidding me? do u have any idea what are u asking for? with that a bfaw boat with DEM can destroy everyone in a few seconds..
What, Plasma proc is not useless. Many times I have attacked a player they get low hull no heals run and cloak then BOOOM. I get a tell how did you do that I say Rommie Plasma Burn Baby !

Plasma Proc has uses still but in PVP, the damage type has serious limitations due to pretty much everything useful having automatic Plasma resists. ALL the wildly popular Omega Reputation shields have Plasma resists, to include Borg Shields. Also for PVP, people are very keen on ResB resists for the Elite Fleet Shields. ResB resists include Disruptor, Plasma, and Antiproton. And it only gets worse if some jerk is "buffing" these fleet shields with turrets. Not good going into battle in PVP with almost everyone having good resists to your damage type even before you start shooting at them.
Side note, you also need good Particle Generators skill to make the plasma DOT any useful, something that Phasers, Disruptor, Antiproton don't need. However, Tetryon and Polarons are in the same boat, requiring Flow Capacitors to make their procs matter.
The only problem with Plasma from my understanding is that most shields at max level have a resist to Plasma weapons. If Cryptic could fix that to only include the Borg and not player weapons, Plasma would be one of the better weapons and the fires are cool!

Still trying to figure out why plasma exists in game.The game engine cant render it so why the thing is in game is beyond logic.Same thing with the plasma dot and plasma burn animations.
phaser bad proc? lol, u won't say that when an escort hit a shield proc on you when he is loading a fully buffed rapidfire3 In PvE is kinda useless
LOL... If you are a gambling man that may work. Then I hit EPtS and oops my shields are back. Seriously, who does not run with at least one EPtS? Ontop of that I am now immune to proccing for a little bit thanks to the new mechanics on Phasers.
Honestly, Phasers procs are next to useless.
As for Plasma... eh... It is a little burn but even stacked high it does not really do that much damage. My natural hull healing can outpace player plasma burns. If you can get them stacked with enough other plasma then eventually it can make a difference.
So as a Proc it is not great, it could use a real damage boost, but it is not absolutely worthless.
