Romulan Embassy Science Consoles

So, how do they work exactly? I use two of the [Emitter Array MK XII [-Th] [Pla]]

Do they stack and add to my tactical plasma consoles? And do they enhance my shield healing, or my healing abilities for shields, or both?
And do they add the Plasma Proc to my Cutting Beam?

    Yes, they stack, I have 5 of them on my vesta - over 260 in flow capacitors thanks to those ;) + also the plasma damage stacks.
