How to request Diplomatic Duty Officers...

I stumbled upon a vendor menu that allows me to use my points (I think these are commendation points?) to requisition special duty officers and now I can't find it again. As a rommie, where is it generally accessible?

And do I want to request tirer 1 officers now or wait for more points later?

And while I'm at it, I also saw some main menu listing Romulan Reward levels or somesuch, and can't find that either. Thanks!

    Fed Doff vendor is at Starfleet Acadamy near where the Lore mission is given (look for a caitian officer in the centre booth). the KDF Doff vendor is at Klingon acadamy but i'm not sure where abouts.

    That's great, if I can get it at a standard Doff vendor I know where to look. For us Rommies I'm sure there's one at New Romulus - I just wasn't sure you use the "regular Doff vendor."

    I'm fed aligned so I can probably go to the one you mentioned too at Starfleet Academy too.
