I would just look around ESD and see who are hanging out by the banks. Probably you will see a few from the same fleet.
The 12th Fleet is one of the largest fleets in STO, but mitigate that huge fleet feel with Divisions. Each Division has a certain area of expertise. The division I'm in for example, MACO, concentrates on Ground combat: STFs, PVP.

To answer your question; do you mean forum activity, or in-game activity? My fleet happens to be quite active on both, but there are fleets that are very active in-game and hardly make a presence here, or other fleets who have a huge forum community, but aren't very active in-game anymore. Those are communities that still maintain somewhat of a presence in STO, but mostly moved to other games now, like SW:TOR.
If you click on Replies in Starbase One then you can see which topics received the most replies. You can do the same for Views. It gives you somewhat of an indication for which fleets take the trouble to maintain a presence on these boards, but by no means you'll find all the 'most active' fleets here. Some are so active in-game that they don't even bother with the forums.
Still, as James Baily said, you'll find many here. Many fleets also have forums and you can check those too. Often you can find statistics like post and topic totals, amount of members, etc. That gives a good indication of how active a community is outside the game. Generally an active forum community also indicates an active in-game community, though as I also said; it's not always like that either.

Thank you 12th Fleet I like your idea of splitting into specialized divisions. I was part of a nice fleet with an active forum but they seemed to have moved away from STO in favor or RPG and SWTOR. Right now I've fallen in with UFP and will be seeing how things go with them. Do you think Cryptic or anyone else for that matter keeps track of fleet activity in STO, I'd be interested to see what their tracking shows.

No there is sadly no fleet tracking system.
When STO first launched I was in two fleets that seemed to have a lot of people in it but it got really quiet fast! Some may have the numbers but they didn't screen their members and got a lot of dead weight! Some are really really small and are boasting about members when they dont have any.
The reason I suggested the Forums is (not only these but check out their websites) is that the more active on the forums and they are probably more active in the fleet.
Best way to do it is find a fleet that has similar interests and if they are active on here (find out the peak hours in game) and check them out. If you like to play with them then you will like to be a part of the fleet.
The important thing is peak hours. We have someone join our fleet (when we first started) when we were up to 40 active players and they came on during the first long weekend of the summer and NO one was on. We are a mature (+30) fleet and many of us work and were off with our families that weekend and they thought that we were exaggerating our activity.
The 12th is a well respected fleet that covers all aspects of the game. We have done a couple of cross fleet events with them and they are lots of fun. (just to let you know)
While lately I am a poor rep for activity due to school and an increased work schedule, the Unrepentant fleet is active and has a strong support team of core senior officers.
We also belong to a larger gaming community, so if Rift, SWTOR, DDO and others are of interest to you we have a presense there as well.
We tend to be a bit irreverant when ranting here, and in between runs, but our STF expertise is quite proven. Depends what else you are looking for in your fleet and what you bring to it.
Take your time and look the active ones over that you see recruiting here. Look at their posts and also what the viewed ratio is. Shows that there has been interest in what that feet is up to..Sadly our story lines have been rare, again, I've not made effort lately, but we have a good time.:cool:
I think the only way you can tell activity is through two methods:
Look at the fleet's own calendar on their forum (is the in-game one still borked?)
Look around you whilst in game ... which fleet names keep cropping up again and again?
3rd Fleet are pretty busy both with planned and ad hoc events. Although I have to admit it's been a little quiet over the holidays ... people visiting families etc. Looking forward to picking up in January though.
What about fleets that include roleplay? After leaving STO for a half-year or so, I'm seriously missing it. There was plenty to be found back at beta and launch.. Sadly, my old fleet has pretty much died, with all the players either frustrated with Cryptic and the direction of STO or moved onto other games. (SW:TOR)
Though, finding a new fleet just to break the constant silence might be enough for me. *Chuckles*

I really like the suggestion about hanging out around the Bank at ESD. That's a good indication of what fleets are busy. That would also give you a chance to talk to people from those fleets and get an idea what they're like.

That's quite the paradox, how could you nerf nerf when the nerf is nerfed. But how would the nerf be nerfed when the nerf is nerfed? This allows the nerf not to be nerfed since the nerf is nerfed? But if the nerf isn't nerfed, it could still nerf nerfs. But as soon as the nerf is nerfed, the nerf power is lost. So paradoxally it the nerf nerf lost its nerf, while it's still nerfed, which cannot be because the nerf was unable to nerf.
Fleet threads are a general exception to the rules about 'bumping' and 'necroposting', though both should still be avoided as much as possible.
Excessive bumping would still be a problem.
In this case, the thread is not about a single fleet and allowing everybody to post to it whenever they feel like it would not be in line with the spirit of this forum. So I'm going to rule that it is indeed out of date and close it, but I'm not going to issue any warning for necroposting. This time.
