I believe the right traits, skills and Boff abilities are more important than which race you pick.
Also we now have 8 traits (9 for aliens) so there's a lot more options.
If you want the most power possible, Roll a Romulan/Reman. If you want a theme roll it and you'll be fine for 99% of the game.

First of all leadership trait on BOFFs does not stack anymore, but the extra hull repair rate is always handy.
Second all borg crew is not possible, only one is allowed to be active on your ship: http://sto.gamepedia.com/Bridge_officer#Borg and the borg one from assimilated acco you also can have once.
However Saurians with efficency traits are stackable.
On a side note, the romulans you can get from your embassy (blue male tac for best stats) are still stackable. i'm refuring to the http://sto.gamepedia.com/Trait:_Romulan_Operative/boff trait: the critical chance and severity stats are stackable.
The only stacks you get from leadership will be if you have a human captain and it will stack with ONE human BOff. Past that, nope. So ironically the current optimal fed human crew is 1 human, 2 blue tac rommies from embassy, 2 saurians with efficient (can sub out one of them for the borg officer from the C-store).
It is said the best weapon is one that is never fired. I disagree. The best weapon is one you only have to fire... once.
My question is: Say you have a boff with that trait....
Does this boff NEED to be in an active skill slot for your ship, or simply having them on the roster will give you this benefit?
Because I have different boffs for my ship boff slots vs my away team... What if the skill I'd like is on the away team boff, or even on a boff that's currently not slotted in either place? Do I still benefit from that boff? They are part of my crew, are they not?
I don't mean in the list on the right side, I mean in the list on the left side. I can customize their appearance, load them out, etc... They aren't "waiting to be used" or anything. I just haven't chosen them specifically for one of my ship's boff slots or my away team.

my advice:
1 human, 1 or 2 romms and rest saurians.
On my liberated borg Romulan I have slotted the tac borg reman and the human borg engineer. and I get all bonuses from those. pretty sure if I got the lobi for it I could use the sci borg as well.

Human Engineer Captain - all human crew for Fed Cruiser still a good choice?
Or is it best all efficiency crew - Alien captain - alien / borg crew etc
