I just completed the MISSION: Facility 4028 for the second time.
The first time I selected the Jem'Hadar Tactical Officer Candidate to be a part of my Ground Away Team. I had no problems of getting this into my Ground Away team.
I decided that it would be a better team if I had two (2) Jem'Hadar Tactical Officer Candidates, but when I finished the MISSION: Facility 4028 it states the following:
Unable to resolve mission "Facility 4028." You may only have one of that officer. Bridge Officer candidate roster is full. BUT here is the real problems I see:
It does not state anywhere in the Mission information, Star Trek Online Wiki or any other information I can find on the Jem'Hadar Tactical Officer Candidate that you are limited to only one. So now that I finished the mission looking at all available information on the Jem'Hadar Tactical Officer Candidate before I even started the MISSION: Facility 4028 the first time, is there nothing stated that you can only have one.
My Bridge Officer Candidate roster is not full, before the mission I removed three (3) of the candidates and placed them on my Duty Bridge Roster as part of my Standard Away Team.
I want to Thank Those in advance for any helpful input they can on this issue/problem.

You can only get the jem tac officer once per character that goes for the reman and breen boffs they give away every blue moon.
So what's the question or issue here? The Jem'Hadar boff is one of the unique ones such as the Borg Breen reman and photonic boffs. You can only have one of them each.
A lot of other items and stuff that you can have only one per character is well stated in a number of places, so you know up front when doing research first.
After doing all the research and information I could find first I found no where does it state that you can only have one per character. Now that I completed the mission twice do I find out that you are only allowed one per character. I just wanted the Devs to know what I found and have it noted, so that others will not have the same problem.

Did not even think of it as a bug, but maybe as an oversight or just something not covered.
