  You can buy the from the Ship Gear Requisition Officers on ESD, DS9, Ect.
  Note you want the normal ones not the Dilithium Officers.

  Yep, the energy credit equipment vendor at (almost) every shipyard has them.

  Um, someone should have told you: you don't need blue Peregrines: just 5x of the regular kind (to be gotten from EC vendor at ESD Shipyard).

  Blue ones are the Regular kind. They used to be Green but they changed the colour awhile back.
  
  Purple ones are from the Dilithium Store.
  
  Elite ones are what Pink? From an T5 Science Starbase.
