Torpedo Spread vs. Fire at Will

In short, I'm curious if I would be better served with:

Beam Array: Fire at Will I
Torpedo: Spread III

or

Torpedo: Spread I
Beam Array: Fire at Will III

I know that the discussion itself is a lot more involved than a simple this vs. that, but I am trying to figure out which way to best utilize the tactics that I want to use.

Feel free to look at the build for my Leviathan:
http://www.stoacademy.com/tools/skillplanner/?build=leviathan_4484

As you will noticed, I plan to equip my Wide Angle Quantum Torpedo Aft. The reason for this is because I would like to come in firing with 4 beams, and then when I turn to broadside, I'll have a barrage of torpedoes ready to slam against, what should be, an exposed hull.

My problem here is trying to figure out exactly how BFAW3 works.

My interpretation: For 10 seconds, each beam can fire 2 beams each, at 2 targets, for 5 pulses. Each pulse is random, and may not necessarily damage your primary target.

Meanwhile, Torpedo Spread 3 will fire 8 torpedoes at up to 5 targets (including your primary target) and do x4 the damage of a single torpedo.

Am I understanding all of this correctly?

Now, back to my original question, thinking along the lines of the tactics I plan on using, would I be better served with BFAW1/TS3 or TS1/BFAW3?

I'd go with BFAW 3. I believe against multiple and single targets you would get more DPS. The logic being you have 7 Beams and 1 Torpedo so it makes sense to boost 7 weapons more than the single weapon.

    BFAW
I - For 10 seconds, upgrades beam attacks by 25% DPS improvement (5 attacks vs. 4)
II - Upgrades your next beam attack by 32% DPS improvement (5 attacks, each attack improved by ~6%)
III - Upgrades your next beam attack by 40% DPS improvement (5 attacks, each attack improved by ~12%)

    Torp Spread
I - Attacking up to three targets at once (3 clusters of 4 regular or 2 special torpedo).
II - Attacking up to four targets at once (4 clusters of 6 regular or 3 special torpedo).
III - Attacking up to five targets at once (5 clusters of 8 regular or 4 special torpedo).
I was once DKnight1000, apparently I had taken my own name so now I'm DKnight0001.
If I ask you a question it is not an insult but a genuine attempt to understand why.
When I insult you I won't be discreet about it, I will be precise and to the point stupid.

Thank you for posting the description, it brings me to my next question:

Does BFAW3 last for 10 seconds the same way BFAW1 does?

    yes
and has a dublicate cooldown of 20 seconds, not 15 like all the other 30 sec cooldown abilities.

also i might add that having EPtW1 and 3 is of no real use.
If you do not intend on using DEM i'd go with EPtW3 or EPtS3 and maybe get EPtA1 or EPtE1 in the ensign slot that opens up.

and maybe switch HE with TSS, otherwise HE1 would be the only hullheal. i personally don't even use TSS on my build in favour of PH1, which functions "ok" even with very, very low aux power.
    Go pro or go home

Thank you kindly for your excellent advice.

I have decided on BFAW3/TS1 based on your advice in conjunction with dknight's advice. I find the fact that the DPS increase lasts for 10 seconds and effects each of the beam arrays that fires during that time period to be a much better DPS increase.

I have also decided to go with EPtE for my ensign ability. I think that engine boost and slight turn rate boost will come in handy.
