Going for a drain build mainly for PvE with some light PvP dabbling. Currently at level 42 but the skill points I have already mapped out for the remaining 8 levels.
I got about 200 points in flow currently and the ship is decently durable while dishing out some hurt to the borg and others. Okay be gentle please ...
Gear is mainly from exchange, when I hit 40, which I picked up for about 2 milllion total.

Not bad. I would tend to drop the second Gravity Well (GW has a 60 second cooldown and a 40 second duplicate cooldown, so you don't gain much from a second copy) and fit in a Transfer Shield Strength somewhere, and I'm also not crazy about your engineering ability choices, I always try to have two copies of Emergency Power to Shields so it can be up continuously, that helps your survivability a lot more than you'd think. Also, I prefer Resilient shields for sci ships (I tend to use them on everything, but sci ships especially) because of their lower bleedthrough, which with a sci ship's low hull and high shield capacity tends to be really good for survivability.
1) If you have an Efficient captain, you could have dialed WCE back a bit because of the diminishing returns and used it elsewhere like impulse thrusters.
2) I'd switch GW3 for ES3. By the way, by cycling ES2 and ES3 and added the leech console, your power levels should be pretty high.
3)If you can find and afford them, polarized disruptors would be a better choice for a drain boat in my opinion since you already got those induction coils.
4) Because of #2, you could prob dump the enhanced plasma manifold. If you're worried about subsystem repair, get a human crew.
5) Embassy flow caps once you have access and mine armor with RCS.
6) As for mk xii gear, it's all survivability and bonuses versus drain.
Thanks for all the good advice. I looked for polarized but none was available at 40. I will look for them at 50. Interesting idea with doffs ap.
Also I am not happy with 40 sec shared cd on gw. But gw 3 is pretty good for holds. I will probably kill gw 1 and put tbr or tykens if they fix it correctly. Agree that attack pattern beta is not very helpful with PvP but works wonder with PvE.
I have to disagree with advice to dump auxtosif. It is a good hull heal and offers resistance also. Cap shields have higher bleed through but that is usually taken care of by neutronium consoles and or buffs like polarize. I think they are underrated. Planning to run adapted maco eventually. Oh god the grind ...
I will probably swap rcs and enhanced plasma manifold with 2 armor consoles with turn. Waiting on fleet to grant my alt access.

You know, the fleet shields offer excellent protection. Also M.A.C.O. 2 piece + fleet deflector = 15% CD reduction for sci boff skills.
