Why are Project Chrysalis Missions so rare?

I'm working on the Project Chrysalis chain.
Or trying to.
For 2-3 days now, the next mission in the chain has never showed up, despite extensive checking.
And even getting that far wasn't easy.
Why doesn't this mission show up regularly?
Bees like honey, they don't like vinegar.

I've noticed some missions don't show as often as others. I don't think that you should start worrying until you haven't seen it for several weeks.

Yeah, Chrysalis as well as a few other assignment (chains) are kinda cranky in showing up. However they ARE subject to the range of
Uncommon
to
Very Rare
availability so.
As ya said - be worried if they stay absent a looong time.

I think I discovered a reason why they're not showing up.
At least once a day, I've seen a mission "provide additional resources for Project Chrysalis processes".
This is
NOT
part of the chain.
Which makes me wonder, is this mission displacing/replacing the one I should actually be seeing?

no. It's just there. The unlocked repeatables are common missions so they show up often.

2-3 days is SO rare? it took me over 2 months to find one part of it once
Don't rush the chains, they'll show up eventually
