The increased rarity of an item gives it the bonus of the same item one mark higher.
A mark 1 green item is equal in stats to a mark 2 white variant of the same item. A mark 1 blue is the equivalent of a mark 3 white which is also equal to a mark 2 green. And so on all the way up to the top of equipment scale.

Sometimes the exchange prices are the same, sometimes a Mark higher but a rarity lower is a bit cheaper. Since you can't see both at the same time when searching its hard to keep the prices matched. The prices are affected more individually by demand. A bunch of noobs might eat up the MK 11 VR driving the prices up for awhile and the smarter people peck away at the MK 12 R. At the end of the day the demand is almost even.
Weapon rarity affects the number of modifiers. Uncommon 1, Rare 2, Very Rare 3. The exception being some special double proc weapons might have one less modifier and of course there is the various fleet weapons as well.

We don't want what the Feds have. We want the equivalent. We want fairer treatment. Concern, desire, greed to some extent, and passionate belief that the enough people would buy KDF items to make it worth Cryptic's while.
