Choosing Omega Force perks

So I've unlocked the first set of Omege Force Rep perks, and it says I can choose one. How do I choose one? Just clicking on them doesn't do anything. Do I need a Trait slot open? Do I need to clear out my current queue of rep projects?

    did you do the upgrade task in the third slot? if not you have to do that first

    should say "claim tier I..." specifically

    You need to do the "Claim Tier" mission, it's an extra mission that takes more marks and 15 minutes to do. Once you've done that you should be able to claim your thingy.
    It'll be right under the dilithium hand in missions and unfortunately you'll have to do this on each rep system.

    If it goes in the third project slot, then I need to finish the one that's there first, obviously.
