Hirogen: Explanation

The TOS era Hirogen....

Although we did not see a Hirogen people in TOS officially, the role-play added them as a flavor of interest. They had fighters atleast in Star Fleet Command.

The explanation I was given is this: (besides videogames are not always canon minding)

The twin star system of the Hirogen people was conquered by a neighboring star system who kept the same name. The placement of the Hirogen empire over the next 100 years took a drastic turn from a Unified fighting force to the group of hunters of the adjoining majority, which we see in VOY.

The Original Hirogen empire was probably at odds with the Delta Quadrent Borg, being at both the border of Romulan space and the Delta... it is plausible that a two front war exhausted their ability to maintain the Hirogen empire(old) and they fell from within and became the first Humanoid Empire Prey to be hunted to near extinction.

Thus: you could expect to see some around, but... as the Lyrans (Humanoid Feline Empire) may have been broken apart by a war with the Klingons, Gorn... and possibly Tholians... you don't see many of their old relic ships much anymore.

I'd see it just that being nomadic hunters, some groups would have reached Alpha/Beta quite early on but being in such small hunter groups, they weren't that common and never got onto the Federation's radar much. Also, as they travel so far and intermingle so much, any groups that were encountered were sufficiently different from Delta Hirogen that Voyager never saw the connection between the Delta Horigen and the obscure 23rd century reports of hunters in Alpha.

While they didn't flat out state their history, I got the distinct impression from the VOY episode "The Killing Game" that they had always been nomadic hunters. That was all well and good while they still had sufficient prey, but when they began to actually run out of prey they ran further and further afield in search of it until they were completely scattered and lack any major settlements. This started a long, slow decline. IMO, did not make the most sense :p

According to Memory Beta the Hirogen homeworld was assimilated by the Borg 110,000 years ago. Those who managed to escape adopted a nomadic lifestyle. It's essentially the same story as the El-Aurians except the Hirogen decide to start hunting people afterwards.
