I was burning up respec tokens on my engineer (had 10) to test some skills. I noticed some damage resistance that was there on any ship no matter what.
This characters has a few of the earlier accolades you get for recieving X damage that is the only source I can think of. But those are rather low a couple skill points.
Character is Level 50, Human, Engineer, with NO Traits, No active space doffs, no bridge officers assigned to the ship. No reputation system progress. The ships are stripped of all equipment and this is being tested flying around ESD. Nothing is showing up as far as buff's debuff's and this was tested over very long periods of time.
Without any skill into Starship hull plating (energy damage resistance) and Starship Armor Reinforcements (kinetic) the ship has 10.6% Kinetic as well as same on Phaser, Disruptor, Plasma. Now Tetryon, Antiproton, Polaron is 9.0% and I assume accolades made a difference there. With 54 points into both skills its 16.6% (15.2% for the last 3 energy. 84 points in 19.6% (18.3%) and maxed out at 99 its 21% (19.7%).
My level 50 Human Tac officer with many many many things done and hundreds of hours of play time WITH 54 points into starship armor reinforcements only has 9.2% Kinetic resistance. I can't believe that a barely used character (only did mirror invasions with him) has more accolades than the one I use every single day and done half the episodes with.
"I'm not big on telepaths myself. I'm not big on guns either. But if everyone else has them, I want to make sure I can get my hands on the biggest one I can."
+2 skill points does not equal 9 to 10%, 50 would. As i said I have SOME of the accolades and they only seem to be the reason for discrepancy with Tetryon, Antiproton, and Polaron being slightly lower.
Were talking a HUGE discrepancy here. 9% doesn't come out of thin air.
I went through and found the following accolades on this character ALL of which are on the Fed Tac that has less resistance with more skill points in resistance.
Damage resistance = reduces the amount of damage you take but you still take damage.
Defense = Prevents you from taking any damage at all.
Edit: Reread your first post and saw you were talking about damage resistance, not defense. Sorry about that. Well I'll leave this here for information purposes.

Torpedo Target (+2 Kin)
Perforated Defense (+2 Phaser)
Scorched Earth (+2 Plasma)
Separation Anxiety (+2 Disruptor)
No other passives I see that affect anything. Those seem to make a 1 to 1.5% difference for whatever reason.

You may have also forgot about this: Starship maneuvers increases your defense. http://sto.gamepedia.com/Skill:_Starship_Maneuvers
There is a difference.

The accolades aren't +2 skill, it's +2 Damage Resistance Rating (as far as I can tell).
