EPS Flow Regulator is completely useless I strongly suggest you replace it with a Plasmonic leach console (from a cross faction console box). Transwarp computer and biofunction monitor are also both pretty useless; I suggest you switch them both out for some functional consoles, like threat scaling science consoles from a Fleet Embassy and/or armor consoles (can get nice ones from the Fleet mine)
Get some sort of a warp core from drops or fleet that is better than the basic mk 10. Preferably with bonus shield power.
As for the Boffs, you definately don't need CRF 3 times. 2 max is good. Also, I strongly suggest an attack pattern. Omega is great to help survivability and do some more damage, Beta is better for pure damage.
If you change EptW to a second EptS you can run it constantly and have a great deal more survivability.
For science you might want 1 Hazard Emitters, because it clears plasma fires which can really hurt.
nimbus pirate thing doesn't need to be in the device slot...
also i think it is quite brave flying around without a HE. too many rapid fire going on with your tac boffs...get 2 attack patterns instead.
consoles are alsonot pretty...a zero point is obligatory, and as originip pointed out there are better choices.
if you are skilled in flow capacitator, use science abilities that are coresponding like: energy syphon, tachyon beam, ...
i personally prefer tractor beam repulsor, this one does impressive kinetic dmg, and it is a utility tool beyond measurement (tholian net killer, crystalin entity shard pusher,...)

Already seeing significant survivability increases in just a few Space battles. I still chew up shields, but slow down on hulls.
Also, upgraded the Warp Core, still looking for a final that works better, but now an Overcharged MKXI [Coil] [SST]. Still looking at further upgrade options here. Not planning to stick with this one.

Flow caps actually do help with polaron drain and the shield drain with TB if he has a DOff with that ability. But the leach would be somewhat better.
I'd also suggest going with a Jem'Hadar equip set instead of Adapted MACO - it's a lot cheaper and it's like throwing an extra polaron console.
Also I'd suggest getting THY for your Omega torp, in place of one of your TorpSpreads. And you still have three cannon skills, which is still too many. I'd replace CRF1 wit APB1, or APD1 if you need more survivability. Also, APO3/CRF2 gives a better overall damage boost than APO1/CRF3.

As for the Andorian Escorts, I am ready to make the purchase of the complete set at a moments notice if a good argument can be made for it over the MVAM.
I am mainly energy cannons and currently a Polaron setup, but welcome considerations of all kinds. I want to deal at least 10K DPS, but not be a glass cannon.
I'd love to look at the CombatLog from one of these 15-20K builds in action. Perhaps someone can post one somewhere so we mere mortals can parse them and look for clues as to who's doing what and how.
Note: To date, I've only been in one PUG where another player did over 15K, and in that case his "pets" made the difference between his Romulan Scimi and my lowly 12K A2B FAHCR cruiser build (he got over 5K from his combo of Dhelan's and Drones). Otherwise, we were neck & neck.
The good news? Together we completed ISE in 4:42 seconds, so...
Still have yet to reach over 10k AVERAGED dps. I get close averaging 6-9k over total runs. But also when I parse I RARELY find people that out DPS me average or they are very very close. I think there have been 2 people that I have seen that actually out dps'd me past 10k when I parsed.

I use the MACO MK XII stuff and a warp core giving bonuses to shield systems. It does pretty well in Elite STF's and is fairly tanky even in PVP's.
EDIT- I use ACT to parse, can't remember which plug in. I'll have to check when I get home.
