I first noticed it when I got my 1,000-day vet warbird (Daeinos Heavy Destroyer), and now with my Scimitar Dreadnought. In the starship customization editor (either on Romulus, Flotilla, or Klingon shipyard) I can change the window types. On the scimitar, I can pick the other dreadnought components, but neither ship can get the skins, colors, and textures to work.
I seem stuck at the default texture/color layout, and even clicking the random button doesn't so squat for skins/colors.
I'm Romulan/KDF, and have a bunch of issues with the Tailor, but now the ship customizing? Will I ever see anything working as intended? Or am I?
Well the Scimitar might be the in the case of some *alien* ships don't have access to the full array of skins...like the Guramba, Kumari, and Kar'fi for example only have access to skins specific to that ship.

there is a bug that is currently making the ship customization to lock to your current color and texture. to make it work select one of the presets of the ship or the randomize button to get the customizations to work.
I can confirm that the scimitar warbird can take other textures and colors as well as the patterns from the dropdowns in the advanced menu, but you have to click on the scimitar default dropdown on the left first.
Then you can change all the parts as you please.
I assume that you have any space set shield set to off (or not displaying) of course.
As I mentioned in the original post, I tried the random button to no avail. The only thing working with random are the pieces and window types. The MATERIAL, COLORS and SKIN sections all change, but do not actually apply to the ship. I can select everything: colors, patterns (skins), and materials, but they do nothing / no visual change.
I've tried with BASIC and ADVANCED, mixing up every combo I can think of. I did see the randomize work-around for others, but I think they may have been on STARFLEET toons, and as I've come to realize: any bug on Starfleet is ten times worse for KDF (or Rom/KDF, in my case).
I'll just add it to the ever-growing pile of "coming soon for this faction" and hope for the best, but expect nothing/cryptic.

the only time that happened to me was when I forgot I had a omega shield on and didn't set visuals to off. Try it with the shield in your inventory and see if that works.

Except that I do not have the omega shield, rather the Dielectric Oscillation Resilient Shields Mk XI (very rare).
Once I took that off, I could customize. Then I put them back on, and the changes stayed.
Well, I came back (logged in after a few hours off), and the ship is back to the default skin. It did work, when I went and removed the shield, skinned/colored, re-added shield... for that session.
I suppose it does not remember from session to session.
Try right clicking on the shield while it is equipped. Select disable visuals. You should be able to color/skin/etc without needing to remove the shield and it should remember from session to session.
You can right click to re-enable the shield's look. This overrides your custom skin but simply disabling the shield visuals should bring your custom skin back.
