I recently purchased the Romulan Dreadnought: Falcon Class only to realize afterwards that I cannot access the other two consoles to complete the Advanced Scimitar Systems Set unless I buy the remaining two Romulan Dreadnought ships for 2,500 Zen each...
So within an hour of buying my first ship, August 3, 2013, I submitted a ticket through the game. Then I submitted another through the website, not realizing it would be answered the same way. Explaining that I would like to return my ship for a refund and use the ZEN to buy the pack of three Romulan Dreadnought ships for 5,000 ZEN or somehow gain access to the other two consoles. (Which I assumed I would gain access through my Romulan Reputation; you do not.)
Yesterday I got two different answers:

So now, I would like to know if I do strip my ship down and discharge it, will I get refunded my ZEN? If not, can you please direct me to were it explains that all three ships are required to be purchased to be able to access the complete Advanced Scimitar Systems Set.
Ask the first reply for clarification. As far as I know, PW doesn't do refunds.
On the other hand, the idea of allowing players to "trade up" to the 3-pack after buying one of the ships has been mentioned in Dev interviews, but I don't think they have code in place to do so. (If they ever did, it'd be something that I'd take advantage of fairly frequently, I think)

No. Sadly, you cannot.
For the TL;DR version:
The Cloaked Barrage, Secondary Shields, and Singularity Distributor Unit can be equipped on any Romulan Dreadnought Warbird. Together, they are the Advanced Scimitar Systems Set.
The two-piece set bonus gives the ship Rapid Maneuvering Thrusters, which increases the ship’s turn rate. In addition, it allows the Scimitar to maintain the turn bonus from cloaking after exiting cloak for the duration of their Cloaking Ambush.
The three-piece set bonus is Thalaron Pulse. This allows you to deliver a massive blast of Thalaron Radiation to all enemies in front of your ship. Due to the weapon's power, it requires twelve seconds to charge up before firing. During this charging period, enemies can potentially flee to avoid the attack. Any enemies that are affected will suffer continuous radiation damage and crew damage for 12 seconds after being hit. This cannot be used while cloaked, even with the Cloaked Barrage console active. Additionally, if your ship is destroyed while equipped with all three consoles, it will leave behind a cloud of Thalaron radiation. This radiation deals continuous crew damage to any ships within it.
Dreadnought class. Two times the size, three times the speed. Advanced weaponry. Modified for a minimal crew. Unlike most Federation vessels, it's built solely for combat.
Well, stripping your ship and decomissioning it, will not help you,
you bought acces to the ship, not a single copy.
About your assumption about the rep system, well, the rep system clearly states what you get for each level of reputation, scimitar consoles are nowhere mentioned.
Where is it stated that you need all 3 ships for the 3 consoles?
in the description of each ship....
each ship states clearly, which console it has, and, that if you combine 2 and 3, you get the bonus.
Well, at least you got an answer... I have a ticket that's still open waiting to hear back about getting the Andorian set at the cost of the difference from buying only the Charal... I've been tempted to just buy the two others, but each time I think about that open ticket, so I don't. Heck! If given the chance to buy the other two at say 3500, I'd probably jump at it. But I'm definitely not going to pay 5000 for the other two.
Well I got my answer on both tickets, and it was a resounding, ' your purchases do not qualify for reimbursement'.
So here are my final thoughts on the matter.
As a patron to Perfect World and specifically Star Trek Online, however I do on occasion play on some of the other Perfect World titles, I find the uncooperative nature of this decision, even after all the facts are laid to bare, disappointing.
Since the purchase of my first ship on August 3, 2013, my play time has tailored off as you can confirm. I felt since that day that I was conveniently mislead, and that by only reading the fine print can you see the actual details of obtaining all three consoles that I wanted in the beginning.
I do grasp the concept that this is a free to play game, and that these 'deals' are meant to encourage players to purchase items and/or services. What I feel my be lost is the lack of transparency regarding this transaction, as I feel duped rather than encouraged to spend my money to complete the set. Since this incident my desire to play the game has dwindled.
I'm sure people will argue against my opinion on this matter, but regardless to any ones agreement, I think most people will understand why I now feel the way I do about a game I have invested so much of my free time in.
I hope this is taken for what it is intended for, as it is meant to highlight one of your patrons impression upon this gaming experience. I offer it hopes that it will help encourage some changes in the way these transactions are advertised and resolved. I did enjoy my time playing Star Trek Online, so I felt I could at least give back in hopes of improving the game.
For now though, I think my free time will be spent elsewhere.
IMO a refund is not what is needed here. The solution would be to allow those who buy the set in pieces to eventually upgrade to the whole set without breaking the bank. For example:
1. Buy Falchion 2500 zen
2. Buy Tulwar 2000 zen (Discounted -500 because you have one of the set)
3. Buy Scimitar 1500 zen (Discounted -1000 because you have two of the set)
Total price paid for the set: 6000 zen.
Or perhaps if you have only one of the set, you can discount of 1500 (pay only 3500) if you upgrade to the entire set.. Again, not enough of a discount to make it so it doesn't matter, but also giving options for those who can't afford to buy all at once or decide later they want to complete their set.
As it stands if you buy one in the set you lose out if decide you want the others. You either end up paying the price of all three but only getting two or buying all three and paying 50% more.
I personally bought the 3-pack because I didn't want to end up in that situation.. but I only used the Scimitar, and in the end none of the consoles were worth slotting (the thalaron pulse is not very effective because your weapons get disabled while charging and the green gas when you die is an annoying reminder of your failure.) So all 3 is probably more than most will need. The Tulwar is not a very effective sci cruiser because the BO configuration doesn't give enough high level sci powers to make it useful. The Tac version is great for dps and the Falchion is well balanced.
To the OP: I wouldn't let it bother you that you only have one of the three. The entire set is nice but a waste of zen if you are on a budget... Do yourself a favor and spend the 2500 on other ships. The only difference between them is a few console slots.
