Though it seems to contradict itself twice, first by saying what you said that only players who participated in the LoR beta testing earned it, then says it seems that some players who didn't test can claim it insinuating it might be a bug, then finally it says that Cryptic decided to give it to all players due to some players not being able to log in because of the long login queues.

Since I can't post new threads I will ask here: I was under the impression that Romulans could use the C-Store ships of the allies (KDF or FED). Now I've discovered that I cannot use the fed dreadnought cruiser, defiant retrofit nor the multi-vector assault ship. I am allied to fed and a romulan vice admiral if you're wondering, Also It lets me use the Venture class, Rhode Island, Yellowstone and the USS Enterprise but no other fed ships I've purchased, Help?
Did you buy them from the Exchange? If you did then those weren't account bound buys and you'll have to buy them again on the Exchange from your Romulan Toon.
A tribble that poops out one Nukara mark an hour, go to the C store, items tab, and claim one.
That's interesting! I will check one out. Can you leave it in your inventory? How do you claim the marks, or do they just automatically show up in your inventory?
Does it work only when you are on line? I would hate to use a device slot for 1 nukura mark!
It's like the Fleet Tribble, MolRihan Tribble, Dilithium Tribble, and so on.
You have to load it in one of your Ground Device Slots, put it in your power tray. Click it. Hey Presto! You get a Nukura Mark. The Tribble will show a 1hr Cool Down timer. After that timer you can click it again, another Nukkie for you. Repeat as you like.
As with other ground devices, the timer only seems to count down while you're on the ground. At least most of the time. Use it, 5mins later beam up and spend 3hrs in your ship, beam down, and you still got 55mins to wait. Likewise, logging out and back in the next day and you're likely to still have time on the CD timer.

Thanks for Testing (or in this case, possibly not).
You can find/contact me in game as @PatricianVetinari. Playing STO since Feb 2010.
The Season 7 testing bonus was a Tribble that gives Romulan Marks and buffs your disruptor and plasma weapon damage and resistance. So if your character uses either of those weapon types, it's a pretty good deal, and the Romulan Mark bonus is just icing. But of course you had to test Season 7 for that one.
The Nukara Tribble... not so much (as it just protects you from environmental damage, which isn't exactly common).

Only if did beta testing for LoR
A bug prevented some people from being able to test, so everyone can claim one.
Look at the notes at the bottom of the page.

The final reason is the official one.
