cannons or beams, I had considered using DBB on the front with turrets or arrays on the back so that I can make use of the 10k range of the javelin, cannons are only realy usefull if your point blank, beams dont care if your max range or not.

Well, this is going to sound strange, when you look at it on paper, but: don't fly it like an escort.
What I mean by that is, do not go in all buffs activated and unleash straight away, as you won't have anything left to buff your Javelin. And you do want that. Really. I ripped through a Recluse in Azure Rescue with a 120k crit, mostly to hull, just yesterday, wiping it away instantly. A fully buffed javelin hit is a thing of beauty.
Instead, I suggest you run (at least) 2 AP:O's and a cannon ability, so you can use APO1 + CRF/CSV to soften up your target and build up your Javelin charge, and once the Javelin is charged (won't take long), hit the enemy with a tractor beam, pop all your tac buffs, including the second APO(3?) and unleash on the poor target.
Ideally, you end up with an Alpha strike, which contains your big buffs, captain buffs and the like, and your Javelin, preceded and followed by a Beta strike, using mostly lower recharge buffs and weapon abilities. Maybe not Beam Overload, unless you keep track of the shared cooldown with the Javelin.
I run mine with 3 DHC's + 1 DBB (I've got a BO2 in there to finish stuff off) and 3 turrets.
Note: you can almost immediately reactivate siege mode after firing the Javelin, so you can start building up its charge while its cooldown is still running, allowing you to fire it again immediately upon cooldown.

Ok gona sound stupid but what are AP:O's APO1 + CRF/CSV, i never got my head around the short hand for everything.
AP:O or APO is Attack Pattern: Omega
CRF is Cannon Rapid Fire
CSV is Cannon Scatter Volley
It's an Escort, I feel you'd get better DPS out of Dual Heavies than you would from Dual Beams. But it's your call, try both.
And yeah save you big buffs for the 2nd Cycle when you can use the Javelin.

Solid ship but it's use has dwindled tremendously with the advent of far superior Fed Escorts it was facing with the introduction of Fleet Ships, a fate it shares alongside KDF Raptors for the same reasons.
Still, it's a good ship, but its glory has been eclipsed.
P.S. - If there ever were to be a Fleet Guramba, this game would explode.

The Fleet Qin you need a Dual beam or Torp to get the most from, the Fleet Somraw is essentially the same as the Garumba swapping a Javelin for a Cloak. Sure you gain an extra console but do you desperately need it?
Fed side there is a massive choice, Fleet HEC, Fleet TER, Fleet AE, Fleet Patrol, Fleet Sabre, Andorian. Essentially with KDF we get 3 choices, Garumba, Fleet Qin, Fleet Somraw. Where above each ship has it's own gimmick on KDF you got a choice of Cloak or Javelin.
I think the best move for KDF would be to make our limited line up more flexible, we are never going to have as many ships as the Feds so we need our ships to be capable of more choices.

I actually turned to the Fleet Tor'Kaht and gave up on a decent KDF Raptor/Destroyer altogether. Birds-of-Prey aren't my style and I found I was too squishy in the Qin (never flew te Somraw). Loved the Scourge, but ultimatly chose the Fleet Tor'Kaht

Also, you must include a doff called "Kazan", he's a Maintenance Engineer with "...battery activated" trait.
Then, pre-charge your Javelin using Beam Overload. Fire some cannon bolts to charge the lance during this time. Then, hit everything you got including weapons battery, fire Javelin and BOOM.
[Combat (Self)] Your Javelin deals 165585 (109088) Disruptor Damage(Critical) to Thanu.

Edit: nvm I did some corrections to my build and got a 120k crit on a half shielded target
that was been before the disruptor fix. Before, it was scaling the debuf with damage buffs. now its fixed at -10.
One can still get crazy good numbers though. I got a 110k crit the other day and I have green mk XI disruptor consoles, so it can only get better.
They also recently changed the guramba to be able to charge while the javelin is on cool down so one can fire more often
