  Yes, but on other characters after I talk to her she is one of my DOFFs. Not this time. When I completed the mission she was not in the listing, nor in inventory. So I re-ran it, talked to her again. Same thing.

  Have you done the tutorial with the character that talks with Rai?
  
  I had the same problem and we have talked about this issue here on the forum. It seems that if your character is Romulan and you play the tutorial you can get Rai. If you roll another character and you skip the tutorial, you cannot get her.
  
  It is weird. I replayed the Romulan tutorial to look if she was anywhere on Virinat, but I did not find her. I do think it is a bug and the devs should fix it. For a romulan character she is a pretty good doff.

  Huh, this is interesting. I also haven't recieved Rai at the end of this mission and I was not quite aware that I'm suposed to before I read this thread.
  
  My Captain is Romulan and I may not remember talking to Rai on Virinat in particular as I didn't pay much attention to the names of the people, but I'm pretty certain that if she was there I talked to her, because I have talked to every single person on Virinat. I was enjoying the beauty of the map and spent a lot of time there takling to everyone. It was my first and only Romulan char., so I didn't skip the tutorial.
  
  Haven't received Rai as a Doff, though.

  You do not receive her. She is on the moon where you beam down in the 'Mine Enemy' mission. If you talk to her there is a dialogue options to ask her to join your crew. Then she becomes a doff. However I have experienced, you don't always have the dialogue option.
  
  It seems, and this is a speculation, you only get the option when you do the tutorial. This is for Romulan characters. Fed and KDF can get her when their diplomatic skill is high enough. I don't know if doing the respective tutorials for these factions has any consequences.

  I skip the tutorials...any Romulans test if maybe can get her after the skipped tutorial after you hit tier 4 Diplomacy/Marauding?

  I know, that's what I was talking about. I'm Romulan, done the tutorial, talked to every single person on Virinat while doing the tutorial, done 'Mine Enemy', talked to Rai on the surface on the moon and invited her to join my crew, but she didn't show up in my Doff roster.

  That is weird. Is your doff rooster full? Also, you don't have to talk to all the NPC's on Virinat. It seems you have to do the tutorial to get the dialogue option. As I remember you cannot even meet her on Virinat.

  Yeah, so far I have one Romulan char, so kinda' had to do the tutorial. Besides, I'd do it again, it's a nice one. I wouldn't remember even if Rai was on Virinat to meet because I didn't pay attention to the NPC names, but I talked to all of them anyway, just to see the types of dialogue that pop-up.
  
  My Doff roster still has plenty of space and had even more when I completed 'Mine Enemy', so that's not the reason. But then again, I also didn't recieve my Doff pack at lvl 31, just as many others that posted threads about that here some time ago.

  I'm curious....beside Rai, are there other possible DOFF's from Virinat to pick up elsewhere?

  The only characters I've been able to receive the Rai DOFF were definitely characters I ran the tutorial with. Any of my RRF captains (regardless of faction) who skipped the tutorial have the option to talk to her but aren't able to trigger the dialogue that rewards the Rai DOFF unfortunately.
