We have Xindi Doffs, which means that in some way the Xindi have joined the Federation. I know there are people out there who would like to see a
Aquatic Cruiser which would work as a freighter in the game.
Why this ship?
Well, you can't deny that the design of the ship is somewhat pretty. It would also work perfect with the game, we saw it almost swallowing the Enterprise, so it could be used as a freighter in a way. I have to say, the design and the fact that it's able to launch smaller ships would convince me to instabuy it. I'd love to see this happen so much. What about you?

Id have to go look it up, and honestly Im feeling too lazy to do so. But I do believe the Xindi did eventually join the Federation. But I was just making a point that the presence of such individuals does not denote the government of said species joining the Federation.
The xindi indeed joined the Federation, they were on Enterprise J in ~2500. Nevertheless, they could have joined anytime between ENT and VOY or even shortly before STO.

Era a ship was from means nothing in this game, slap the word 'retrofit' and it become kosher. The only reason a ship cant be introduced is due to legality of who owns the rights to teh ship and whether they veto the implementation (t5 connie for example)
That was an absurd alternate reality that diverged from our timeline at some point before the end of Enterprise's 3rd season...that's not really conclusive.
That'd even be working better with the design and overall show-lore-related stuff.
I would LOVE a FE, where we see the Xindi joining the Federation.
Picard and crew (Most voiced) encounter a lifeform. This space-bearing lifeforms has a wormhole , inside it , providing all its needs (for energy so forth). The Enterprise gets sucked in.
Back in 2409, while exploring, you encounter the same life form. Trying to escape , you issue warp speed, which bends and stretches the wormhole , increasing your speed so much so you go back in time.
You meet Picard + crew in the wormhole. Suddenly you see yourself, outside the homeworld of the Aquatics.
The Tholians have been relentlessly attacking them for [insert interesting idea here], and they pleaded to a wandering life form to send for help.
You decide to help the Aquatics (joined by the other Xindi) to stop the Tholians.
It is with your help that the Xindi succeed.
The Xindi then thank you, and after discussing with them, they decide to join the Federation.
One problem remains.
How do you get back.
Problem is, according to Data and Beverly crusher, you hurted the lifeform by stretching the wormhole.
Working out a way for the lifeform to do it manually without hurting itself. You tell it to the lifeform, and tell it where to be and at what time, and what it needs to do.
Back to the future, the lifeform sucks you in, but this time does the corrections , sending you back in time.
A moment later, you re-appear again!

I think with the Kumari and the D'Kyr you're supposed to follow that both have been in production for years with upgrades as technology progresses. The TV show was (by budget necessity) Human-centric so we just never saw these ships in operation.
I mean, the Federation is supposed to be made up of dozens upon dozens of species - by numbers Humans would be a minority so why should we be surprised if non-Human designs are in use?
At the moment we should be surprised because Cryptic is just releasing Romulan/Klingon/Human ships. There are way to few Alien ships in STO

While it is true the lore also states that once a people joins the federation their entire Fleet is basically substituted for Starfleet vessels. Their shipyards will start to produce Starfleet vessels, their designs get incorporated in Starfleet etc. - all those non-Starfleet vessels in-game are supposed to be the "iron reserves" planetary militias keep around which get phased out slowly - yet, because those are more powerful in-game, the majority of Starfleet seems to be made up of non SF vessels XD It does make no sense whatsoever that Starfleet said "Hey caitians, build a carrier for us" - since their yards would simply produce Starfleet vessels as well. If they wanted a carrier it would be a Starfleet design.
