How do I get emergeny power to shields III?

Ive looked everywhere in my skill set. I am an Engineer so I would figure it would be here somewhere.

I cannot find it.

Do I have to buy an officer who already has it?

Also, sorry if this has been repeated...the closest thread I have seen on this topic was back in 2010.

    Must be trained by an Engi Captain with level 6+ in Shield Performance. If you are an Engi captain, you must increase this skill so that you can has.

    im a subadmiral Engineer with Shield Performance all the way to max.

    I do not see the ability at all when I train my officers.

    How are you training the officers?

    The option will not show up on the BoFF skill trainer at ESD. It will only show when you use the train button in your own status window.

    hmm I thought my train unlocks go to the npc who trains my bridge officers. I didn't know I personally could train them.

    you need 6 ranks in starship shield systems which is a lt. commander/centurion skill

    It's on your personal tab under the 'U' menu. I'm not in-game right now, but it will say something like "Train Bridge Officer" underneath your stats.
