Well, before we start posting random builds, the first question asked should be 'What would you like to do with the B'rel?' Alpha striker? Torpedo boat? Dogfighting?
Speaking for myself, I think a bit of detail regarding those different builds would be a useful way to start a positive discussion on the topic.
I've never considered playing the ship, thus have only a basic understandibg of what it can do (but not a good understanding of its role in a team) but now that my fleet has Tier V I admit I find it intriguing.

I agree. A discussion about all the different types would be great. Alpha, Torp and Dog-fighting. Any suggestions would be great. Thank you.:D
Go for a full torpedo boat if you want the brel. In fact get some transphasics. Get yourself some mines with DBP3, breen cluster, honor guard set and you'll win more often than lose. I promise. Full transphasic builds are really popular right now since it requires so little work on your end to make kills. Just kill them with straight bleedthrough.
Why still bother with a klingon ship? just curious.
There are some niche Sci builds, but mostly the Tvaro would be a better choice. It's also easier to get its fleet version.
Edit: Rommy Boffs + xtra rear weapon mount give the Tvaro more damage potential and better escapes (singularity jump, etc), and shorter re-cloak cooldown than the B'rel.

Well, B'rel is still the only PSW3 capable ship that can double tap from cloak.
Oh, and OP, I'll return to this thread when I'm sober.
But on top of that, that PSW3 (4.3s) can be evenly nerfed to 2 seconds with some 6 points in dampeners, add that to 9 and some consoles or a good deflector with damps and even PSW3 is useless.

Sure its fun on pugs and ppl that dont know how to counter PSW3. Hence all the Crying about it.
(And I believe other BoP's can also do PSW3 with double tap? Enhanced cloak doesnt change a whole bunch about it, except for like 500ms delay between decloak and the actually PSW if you dont have an enhanced cloak.)
Some 25%+ more raw damage excluding the increase you get from 7.5% CritH and 15%+ more severity on a romulan suddenly sounds alot more attractive
Raw Dmg is even better I found out, although it does require even more stricter timings, and yeah it can be alot harder then 4+sec stunning unaware pvpers)
