Where is "Facility 4028 Fugitives" Assignment?!?

I've been sector hopping for a few weeks now trying to find this assignment. I read on the wiki where it is "supposed" to be and have flown through those sectors every time there is an update. I've completed almost every other chain out there or they are in progress. I haven't found the first step on this. I DO have it on another Fed alt but I'm playing a new Romulan. Is it possible this doesn't show up for Romulans? Does anyone know FOR SURE where to pick this up and if there are any prereqs that I may be missing? I've done all episodes as well.

    I've been searching for days at almost every sector change and still nothing. I'm beginning to think this is a bug with the Romulans not being able to pick it up. Have any Romulans seen this assignment and if so, where did you pick it up?

    Meaning Regulus Sector? Meaning you are a Romulan and picked it up there?

    It appears, not frequently but it appears.

    When I was first looking for it here are the places I checked.

    Sirius
    Regulus
    Pi Canis
    Omega Leonis

    More often than not it was in Omega Leonis.

    That could help you find the mission you are looking for as well.

    I have been scouring all those sectors every update for weeks and nothing. Finally, last night I got the first step. I have this on my 2 Fed capts. and came across it very easily so I was wondering if there was some bug with Romulans. But I can confirm now that as a Romulan that I actually was able to pick up the first step of this last night.

    eta-eridani, alpha-tranguili, heck I've even picked up the assignment as far as beta ursae sector block. not exactly sure which is the main one though...
