I think you could get more DPS power if you used AP:B1 and CRF 2 & 3.

Also I'd definately want a Polarise Hull there or swap your AP:B to AP:O.
I was once DKnight1000, apparently I had taken my own name so now I'm DKnight0001.
If I ask you a question it is not an insult but a genuine attempt to understand why.
When I insult you I won't be discreet about it, I will be precise and to the point stupid.

    mmm naa, i don't agree:

CRF improves only MY DPS, but APB improves DPS of every player.
APO is good for PVPs, but APB is better for PVEs.

Polarize Hull: I don't like it, I don't know how to use it correctly.
Also I prefer HE and TSS.

    This is a PVE build.

apb II + III are definitely superior in pve.
Im flying a fleet hafeh myself and run them as well. I think theyre even superior to crf III/II if youre on your own.

    I wouldnt use photon torps.

If you have access to it try out the hyper plasma torp launcher.

I would also think about replacing one instance of crf with csv, which helps your sphere/probe clear in stfs and is a good counter to spam.

You can also opt to replace your nanites with elite fleet disruptors when you get access to them.
If you feel like your survivability is not an issue you might want to look into universal consoles like the borg assimilated module or a zero point module / Tachyokinetic converter to boost your dps.

Apart from that it looks like a solid pve build.

I'd probably swap the EPtA for a second copy of EPtS for the 100% uptime.

Polarise Hull is simple, when caught in a Tractor beam use it. Your now free of the Tractor Beam.

Or Your shields are down and you dont have any epts ready right now. Use polarize hull to minimize hull damage you might recieve during shield downtimes.

No anti-tractor ability, and I don't understand the choice to use EPTA. EPTS, EPTW, or EPTE are all more useful for an escort.

Oh and i would ditch the nanites and get normal disruptors or fleet disruptors.

The nanites half assed disruptor proc isnt worth the little extra bleedthrough, better go with the full disruptor proc.

I don't like CSV and TS.
CRF and THY preform very good, I think i don't need to change them.

    APB: yeah, its really great.
i couldn't believe it until I tried it.

nanites ... yes, I think i will change them.

    EPtA is for:
    AtSIF
    HE
    TSS

    EPtW: I think i'll try this ;)

Not too bad for PvE. The only major change I'd make is to swap the photon with the Romulan Hyper-Plasma Torpedo Launcher. However, I'm not too sure about the lack of either APO or PH to get you out of tractor holds. Edit: also ditch the Nanite Disruptors for regular Disruptors [acc]x2 [crtd] or fleet Disruptors (acc and critd variant).

Since you are running 3 conn officers (I assume the evasive variant to get you away from tractor beams) instead of damage control engineers, I'd swap the epta with another copy of EPTS1 for extra shield resistance.

There is another alternative. You could run a mirror Ha'Feh (you can buy them off the exchange).

Then you could do something like this to keep APB, be able to get out of tractor holds, and keep EPtS always on:

DOFFs (assuming your toon is new and poor...it's worth it to eventually get all purple doffs and at least blue consoles):
2x Projectile Weapons Officers [Purple], [Blue]
3x Damage Control Engineers [Blue], [Blue], [Blue] (these give you a pretty good chance of keeping EPtS up with only one copy)

    BOFFs:
    Cmd: TT1 - CRF1 - APB2 - APB3
    Lt.Cmd: TT1 - CRF1 - THY3
    Lt. Eng: EPtS1 - AtSIF1
    Lt. Sci: HE1 - TSS2
Ens Sci: PH1 (Use it either when you are locked in a tractor beam, or you are taking a beating and need more defense)

    DEFLECTOR: KHG Positron

    ENGINES: KHG Impulse

WARP: Field Stabilizing Warp Core Mk X [SingA][Res]

SHIELDS: Adapted KHG (MACO) Resilient Shields

    ENGEENERING:
2x Neutronium Alloy Mk XI [Blue]

    SCIENCE:
3x Field Generator Mk XI [Blue]

    TAC:
4x Disruptor Induction Coils Mk XI [Green]
