I have been playing mostly a cruiser with an eng. captain and have recently started to level a tac which I want to get an escort for. So my question is this:
What are generally accepted as the best escorts in the game?

If you have LOTS of EC (read 100mil): Jem'hadar Attack ship (aka bug ship), and/or Jemhedar Dreadnought if you want something that have high turn rate, high hull, 2 hangars, and high attack power. Grab both so your carrier can have bug ship as a pet. There are no way around how good (read broken)
In terms of dil/free escort Patrol or Mirror Patrol for eng-oriented build, and Advanced escort for tac build.
In terms of zen: we need to know your playstyle a bit more. Whether you care about hangar, whether you care about having a ship that is like escort but not quite. I only played one zen escort (HEC) as I prefer something with hangars, but there are many other choices. AFAIK, Andronian escort PACK is the highest DPS escort due to 5 tac, 5 fore wepon design.
Just to make sure, you DO know you can play any ship in any class, right? I'm just making sure, since a lot of new players (and a distressing amount of old ones) seem to be very stuck in the notion of Science/Science Vessel - Tac/Escort - Eng/Cruiser "trinity".
Anyway, I digress.

Yes, I am not a noob, I regularly play a mirror patrol escort with my engi to keep form hindering my team in estfs.
I have been grinding for a while, and have no problem grinding some more if need be. So far I have 3k zen and 50 mil ec. I play PvE the most, but occasionally do a pvp or two.
I have been playing with my engi for a while, but have only recently started in on my tac. I am looking to find a ship for my tac to use after I finish the getting him to level 50.
The whole reason I started a tac is to see how much dps is possible and test out how much dps matters in the game for myself. My engi in his mirror patrol escort can easily tank the gate or the tac cube in the conduit elite indefinitely while doing about 7 k dps. Contrary to that, I have specked my tac for pure dps and want to see what being a glass cannon feels like.
I think the absolute highest dps ship you can get, within reason, is the Recluse. You will need 80m or so EC to get it, or 800 lobi. Some other fantastic ships for dps are the Jem'Hadar Heavy Escort Carrier and the Jem'Hadar Dreadnought Carrier. The first is around 70m and the second is around 80.
If you really want a glass cannon, the Kumari version of the Andorian is your best choice. The other versions are probably the better ships, they still have excellent DPS, but gain much better survivability thanks to their better boff slots. Bug ship is always popular if you can get it, because it's so good it's almost certainly OP, although it probably has a bigger advantage in PvP than PvE due to the high turn rate. Fleet Defiant Retro is also considered a good choice, excellent DPS and acceptable survivability. If you want something that's not quite a normal escort you could go for HEC for high survivability and a hangar or Fleet Advanced Escort (or MVAE) for a bit of sci utility. So if you have access to them those are probably the top choices. Of course, Mirror Patrol Escort is also a good ship and perfectly adequate for almost anything.
Okay, I'm going to assume your really looking for an escort with a lot of versatility and performance capability, so I'll post a few good suggestions here (not counting boxships);
Capability: The Armitage Heavy Escort Carrier - Considering that it is the only Federation escort to carry a hanger, and that it is the only Federation escort with a Lieutenant-Commander engineering slot, the Armitage is really a formidable escort in the hands of a Tactical or Engineering captain. Its easily one of the toughest escorts currently available, especially in its Fleet version. Choose it if your preference is for PvE; its also good in PvP, but be forewarned that it takes a little more effort to use then others do.
Durability: The Blockade Runner Escort Retrofit (Steamrunner-class) - This is only available through Steam, so I really doubt its an option for you if your only using in-game Zen. However, it remains an option for any Tactical or Engineering captain, considering its *arguably* the toughest escort available, even over the Bugship. Its got insane tanking potential, and is very tough to kill. Regardless of its tanking ability, its still an escort, and can outmaneuver and out-DPS many other comparable escorts. Its really one of the best escorts in game, in my humble opinion.
Versatility: The Multi-Vector Advanced Escort - The MVAE is a very, very user friendly ship. Because of its high focus on science, you can use it to gain an edge in healing, in holding, or basically in whatever you desire. Its a potent ship accross the board, and only really suffers loss in that its Engineering potential is limited. Its a great choice for either a Science or a Tactical captain; bear in mind its damage potential can be boosted very high via the 5-Tac-console Fleet version.
Maneuverability: The Tactical Escort Retrofit - If your really someone who wants to hit as hard and as fast as humanly possible, this ship is the way to go. It moves faster then any other Federation escort, and thanks to its 5-tac-console Fleet variant, it hits harder, too. Its capable of packing a cloaking device and a good amount of Engineering consoles, allowing you to take a fair amount of damage, and avoid combat entirely when needed. If your really looking for offensive firepower, this is the way to go.
.....my personal recommendation: The Andorian Charal Escort - I've owned and used every escort there is, Bugship included, and trust me; the Charal is the most versatile, most formidable escort out there. Its essentially a Steamrunner with a 5th fore weapon slot, allowing for unmatched offensive firepower, while retaining impressive tanking and healing potential. Its a fantastic ship, comes at fleet level with a costume and a console for only $25/2,500 zen (contrary to what people tell you, the bundle is not needed; believe me, I have it, and the only thing I use is the Charal), and when built properly, can wreck hell in both PvE and PvP. If I could fly only one escort in all of STO, this is the one I'd use.

I'm also a big fan of the Fleet Advanced Escort, even without the MVAM console present. I've used all the high end escorts to date (JHAS, Mobius, JHEC, Kumari, Fleet Defiant, Breen Chel Gret, Risian Corvette, etc.), but what gives the fleet advanced escort a decisive advantage against most other tac focused escorts is the Lt.Cmdr Sci station combined with 5 tac consoles and very good mobility. For PVE, this set-up can easily pull targets together via Gravity well and AoE DPS them down faster than many other builds. While many escorts pew-pew with ease, the Fleet Advanced Escort also brings great utility to complement its firepower.
hmm i guess the chimera is just totally forgotten because of her lack of console spots.
Mainly it's just not remarkable compared to the other escorts available. All that's really special about it are the two Uni slots, and the LtC will almost certainly go tac, at which point you have a Fleet Patrol Escort with 1 less console slot, less shield strength, and slower turn. I guess the special console is pretty good, but compared to the other options it's really not worth bothering with. And it's the most expensive ship.
