Risa Beachcomber Outfit

I just bought one of these outfits, emptied what was left of my Lobi's into it. 
However I notice that there's only a set of shorts there, no shirt. Yet the other set I believe comes with both a shirt and pants. Is this correct or am I not looking in the right area for the shirt?
Also, please allow these shorts to be included in the uniform section under Pants - Loose Knee High. They would work perfectly with the ToS Mirror top, and the Winter Jacket shows in the uniform section so why not these?

Oh, and my joined trill fem can get rid of her leg spots and has the option of having borgified feet
The borgified feet and shorts might look nice with some sort of wetsuit top.
I'd love to be able to combine the shorts with some of the uniforms, rather than just the pitiful off duty selection...

Sigh, I was saving for this, but now I'm reconsidering.
I'm curious what they thought the ladies would wear with their shorts. Hopefully they come up with something or I'll be passing on this as well :-/

If you go to the Risa island, you'll see many people running around in them.
As far as I can tell the females only get the shorts and the males get the longer shorts with the top as well for the beachcomber outfit.
It is a very nice outfit but I would grind for it rather than pay ec on the exchange. I've only tried it with my rommie where the vest top works best with it.
What about males? Can males really go topless with just pants in the Beachcomber outfit?

As a side note how do you hide huge links or disguise them as regular words?

How do I even wear the outfit?
I purchased it with 600 favors from the vendor, I saw the pack in my inventory and clicked "use". I got this in chat:

[11:59] Outfit unlocked
I talked to the tailor and opened the costume editor.
But now I can't find the shorts anywhere in my offduty uniform slot. It's not an option as an outfit, and the shorts aren't in the "Lower" options.
Where do I find it??
On females at least (assuming it's the same for males), the Beachcomber outfits are located:
Upper Body: Off Duty - Jacket Loose
Upper: Risian Explorer Outfit (this used to only come in the Explorer pack, now it's in the Beachcomber too)
Lower Body: Off Duty - Pants - Loose Knee High
Lower: Risian Beachcomber Outfit
Yes, I realize that the 'shorts' on females are not 'knee high' in the slightest (also the Explorer lower shows up there too and it's WAY longer than knee high too). But blame Cryptic.

Same exact thing happened to me. I had to look at the pants to see I did get the beachcomber outfit, but I didn't buy another outfit (don't have enough favors still). What a disappointment. I guess they don't want guys running around with no shirt on so they threw in the Explorer shirt with the beachcomber pants/shorts. The least they could have done is come up with a shirt for it. Essentially you're paying for the shirt twice if you purchase both outfits. Hate that.
Like someone else said, a Hawaiian shirt would have been perfect to go with it.
As a side not, the Mercenary 01 belt goes good with it with no noticeable clipping.

If the devs could add the shirt into the off duty section as well as the normal one, im sure that would make a lot of people very happy
I'd still rather they just did away with the freaking outfit segregation. Which, as I will keep saying forever and every, they already have the code for. They just won't implement it player side.

This is a picture of my Caitian wearing full Beachcomber.

Note the legs, they use Caitian Fur as a an option (you can also get bare legs but they look really really strange). Now look at the feet, I am rather glad the devs went to the effort of detailing cat paws on the Caitians for one costume piece, they even have pads, but the colours are off. Even though Caitian Fur and Feline_Basic are designed to go together, they appear to have this colour issue even in higher levels of light.
On the plus side, if you use a robe and set the beachcomber shorts the same colour, you can minimise the blatantness of the clipping and shoehorn a formal-ish dress into off-duty.
EDIT - Also annoyed at the lack of sunglasses for Caitians. We already have a limited amount of items to wear on our head as it is.
I got the Beachcomber outfit with my Fed, transferred it to my Romulan, but there is no option on my Romulan to use Off Duty. I've been all over the screen, there is no option to go to Off duty. Am I glitched? I've tried all three costume, slots, bought two more (not because of this problem, they were on sale), created a new costume and still no off duty!!!

I want to thank you. I was still going by where uniform and off duty was on the uniform tab, but it's right on the face tab. Just like you said. It's true it's true.

Even more appropriately, the Mirror Universe TOS top that looks remarkably like a bathing suit. The Event Coordinator even looks like she is wearing a combination of that, the beachcomber shorts, and the sandals from the Formal Wear.
I like the Risan Explorer top, though, because it looks like my girl is wearing a thin shirt over her bikini.
I do find it amusing that Orion males can go topless, and females nearly so, but the Federation are such prudes they don't even have bathing wear for Risa.
You can't combine it. Why?
