I have tried to find a thread that may relate to this issue, but have not had any luck. So apologies if there is already and existing one and feel free to add this post to it, if that is the case.
Let me start by saying that the additional content for fleets is amazing, but the lack of controls are killing me. The UI still feels very archaic and many aspects feel like they've had very little thought put into them. So here is a list of ideas for the Fleet Controls & UI:
Fleet Holdings- Allow members to see queued projects.
- Allow specific controls to be assigned to ranks / individuals to set projects.
- Allow project requests, where a Fleet Admiral can approve a project to be slotted by a member who is authorized to send requests.
- Allow a control that enables you to prioritize projects so members can only donate to the ones that are prioritized.
- Add a provision log to be able to track what people are using and what projects have added what provisions to the logs.
- Allow controls similar to the fleet bank where you can assign how many provisions a member can use on a daily basis or have the projects award provisions of a set amount to each player in the fleet. Then they use their own personal provisions rather than a fleets provision and be able to assign what percentage of the max provisions a certain rank can earn per project.
Fleet Roster & Ranks

[*]Don't have a cap on how many ranks are in a fleet. 7 ranks is not enough.
[*]Being able to assign specific controls to an individual.
[*]Like on Gateway have a section that displays when user last logged on without having to hover over their name.
[*]Add a setting where rank is assigned to the persons account and not character. Then when users show up in the roster, it only displays their account with the name of what character they are on (or was last on) and an option to display their alts.

Doesn't sound too fair, does it?
Fleet members should also be able to see queued projects, and this is why.
If an officer has control of fleet holding queuing and accidentally puts up an undesirable project, and no other officer with holding capabilities catches it, that you get caught with a less than optimal project that you don't want to complete. Then it just sits there, and takes up a project spot. I'm sure this isn't a problem with a larger fleet, but if you're in a smallish fleet like myself, it can drag on.
I could expand on many of your other points, and they are all things that I would welcome in game. I'm sure that it's not just me who thinks that the fleet controls need a severe overhaul.
If we can control the bank, then why not the fleet provisions. Infact why wouldn't those contributing or the whole fleet get their own provissions to use instead of the whole fleet being in fear of 1 dude taking all the provissions?
also how asbout a system that requires three ranking members to kick someone?
that way if one admiral gets TRIBBLE the fleet won't get stolen unless 3 members of rank get TRIBBLE.
Lets avoid what has happend to some great fleets. Atleast if the whole fleet tells you the admiral got TRIBBLE, and the account owner says i got TRIBBLE you can atleast give back the stolern fleet.

Increased cap on members of fleet so you don't have to start a new fleet
Fleet credits can still be earned even after t5 just run lots of provision projects
Being able to see who used what and when they used it would make life a lot easier. Or just have personal provisions that you earn from getting projects completed, rather than using them from the same pool.
And like I said, you would encourage people to donate by being able to set how many of the provisions a project gives that they actually earn. Then you can have a structure in place where you can promote people up if they are putting in the time and effort to the fleet and not just sitting there, not taking part and getting all the gear. This isn't just in regards to contributing to projects either, people get promoted in our fleet based on participation and many other aspects that don't just focus on how much they've donated to projects.
