  1. Go into your Ship's Interior
  3. Engineering Deck
  5. Science Lab
  7. Talk to Science Officer at the Table
  9. Select Third Option
  11. Then Select Research Artifiact to have it powered (you need 2 Development Lab DOFFs and a 1 type of particle)

  
  After you get it back and it's powered, take it to the Chief Engineer with a bunch of Engineering DOFFs (best results with purple engineering doffs with resolve).
  
  And depending on the DOFFs and your luck, you could get back Very Rare MK12 consoles.

  I don't see a science officer in engineering on a Klingon ship, and my Boff who is the dept head of science is on the bridge and won't interact.

  Go to your office near the desk should be an option to contact your doff's. from there it will give you a choice of what department and that's where you choose science.
