I have just gained the first tier for the 'New Romulas' and 'Omega' series and, as a result have access to a number of new projects for each. What I would like to know is whether the rest of the projects will remain once I start one in each of them, or will the rest disappear? This is assuming that I have the requisite resources, etc.
The projects stay, they open up store unlocks and the like, you would probably be better waiting till a higher teir to do the ones for better gear than the first teir versions.
I generally recommend you level up the entire way through the system before you buy anything. Frequently there are better versions of things later on, and it also helps to get a perspective of everything available before you decide what you want.
The two main XP granting projects (one that gives 2000 XP and one that gives 800) are present at each tier, but their cost goes up. So, the cost of getting your daily 2800 XP increases, and it also requires more and more to reach each new tier. It's not as bad as it sounds, you can get the whole thing done in about a month with a moderate amount of playing to earn the marks you need. I usually build up a cache of marks over the weekend, then use them to coast through the week.
The easiest way to get Romulan marks is to raise epohhs and sell them back to the scientist. If you tag epohhs and research every day, buy a new one as often as you can, and diligently evolve the ones you have every day, you can sell one back to her for about 400 marks every 5 days. It only takes like 5 minutes of work every day. Just use Zone chat to get on a team of at least 3 people so you will get the maximum number of active tags each day, otherwise you won't be able to run the research assignment.

First, in the Omega Reputation the cutting beam only exists at mark 12 quality and you get access to it very early in the reputation. The same is true with the Romulan and Omega consoles. If you plan to use them, then go ahead and get them as soon as they are available, there's no reason to wait.
Several of my characters picked up mark 10 omega ground combat sets and I did enjoy them, they were very effective. Once I later upgraded to mark 12 I handed the mark 10s off to my bridge officers. But it's expensive and not for everyone. Only if you really do a lot of ground combat and don't do a lot of reputation grinding. I move very slowly through the reputation system so I got tons of use out of the mark 10 gear. Most people would speed through to tier 5 in a month and it would just be a waste of marks and dilithium.
