Cryo Immobilizer Module

The new Tier III Nukara Strikeforce Ground Passive option, Cryo Immobilizer Module, is far too powerful. The proc grants a 4 second disable that removes a player's ability to shoot back, heal, or use any of their tray abilities. Also, any new instances of the proc resets the disable. This proc shouldn't make it impossible for actions to be performed, a simple root would suffice. The Omega Force Antiproton Autocarbine has the same problem. It used to simply root, but now the weapon's immobilize proc completely disables the ability for players to react to the attacker for the duration of the proc. Also, with tactical officers having up to 60% critical chance, the 20% chance on critical hit isn't as small of a chance as one might think. An immunity of 10 seconds would also be helpful.

Chain rooting usually comes from teams with 2+ engineers and it really isn't a problem. Before legacy of romulus, engineers running kits with root powers had the root last less than one second. Cryptic fixed this and now tactical officers are getting rooted again. It will take time, be tacticals will get used to it. Roots are also cleared with hypos and the Adapted MACO/Klingon Honor Guard two piece set bonus. Right now there are two really bad effects in PvP, the immobilize proc and chain knockback from +2 lunge/pounce or swords.

I have already QQed about that over at http://sto-forum.perfectworld.com/showthread.php?t=772521 The issue will be fixed in the next patch or two. Vascular regenerator, biofilter sweep, and possibly hypos will clear it.

Get enough support here and perhaps Cryptic will take a closer look, assuming this fix isn't too time consuming to produce.

Maybe it's related to the Knockback issue?

knockback issue? what knockback issue? Cryptic / Perfect world thinks its ok to keep another player on the ground pinned next to a corner and grayed out for the entire time that the attacking player is doing until he is dead, so to cryptic there is no kb issue

It's quite possible, chaining roots could be related to the chain knockback problem. It would be nice to get a brief immunity to both effects. Knockback creates an opening to kill a healer and root prevents escapes, but neither abilities should be able to be chained non-stop. And the immobilize that completely disables a player for 4+ seconds really must go. It was bad when Cryptic changed the way the Omega weapon proc worked, and it has gotten even worse now that every weapon can have the proc via a reputation passive.
