Does the shield power seem broken on some rom ships?

ok so i have done a respec MULTIPLE TIME for my romulan sci officer in his D'deridex and for SOME REASON i can't get the base shield power over 65 i have compared it the exact same builds on other ships and something seems broken on the D'deridex , unless its just me but as far as i know i have done everything and anything to try and push it over 65 still nothing..... Suggestions ideas? opinions?

    You should know, if you have all power to weapons, your base shield power will only be 30. So whatever you may have had on your fed or KDF toons, subtract 20, and that's what you'll have on your warbird. It's because warbird singularity cores have only 160 power total, not 200.
    It is said the best weapon is one that is never fired. I disagree. The best weapon is one you only have to fire... once. B)
