Currently I am using the Gorn Phalanx ship. I don't want to spend 2000 zen on the next Gorn ship.
I would say it depends on a lot of factors, for example are you going to do PvE or PvP...perhaps a little of both? Are you looking to tank, damage, or support?

I'm a Gorn engineer. I got the phalanx because it was a Gorn ship. I like ships Ive seen on the shows or that are related to my character being a Gorn. I am elevated to a high rank in a fleet, so I may do PvE for fleet marks. It's been awhile since I've done PvP.

Based soley on that statement, I'd say get the Negh'var as your free ship at BG then fly it until you get the Varanus (Fleet version is somewhat up-to-par with Fed Science ships, moreso than the standard version).
However, if you wanted to go the Science route, then I'd suggest a Science-orientated Hegh'ta build or the Vo'Quv (standard).

If you're in a Fleet with a Tier 1 Starbase, your best bet is actually the Fleet K'Tinga Battlecruiser. It's available at Tier 1, has a good blend of maneuverability, toughness and utility, and really isn't outclassed as a true tank ship until the Fleet Negh'Var at Tier IV shipyard. Take the Hegh'ta as your free ship, grind Fleet Credit to afford the Fleet K'tinga, and you're pretty well set. If you want the Mirror Vo'quv as well, it's an easy buy on the Exchange.
