Why make the beach goer shorts only an off duty item?

I do not understand why they made the shorts a off duty only item. Off duty category does not have any shirt appropriate for a beach resort.

The only top appropriate on the Fed side is the Mirror Universe top. All the shirts in the off duty category are long sleeve shorts and sweaters. Who wears that to a beach?

The Klingons do not have any shorts or sandals for the beach. Who wears full battle armor to a beach resort?

The Romulans do not have any good shirt for the beach in the off duty category. The beach goer shirt is ugly and long sleeve.

Do people at Cryptic ever go to the beach? I live in Florida. I am at the beach very often. We need more beach appropriate clothes and not the kind that was made in the 19th century.

    You are correct, the new Risa outfits are a bunch of TRIBBLE, while at the same time the NPCs on Risa are wearing some really cool stuff. I don't understand why the players can't purchase those costumes and accessories as well.
