Sector Block Patrols

So I want to be able to redo some of these. But there is no mission giver and whenever I fly up to a system I don't get an interact.

Can the Patrol missions be redone?

    I'm not 100% certain, but I believe they might have a cooldown period?

    The system patrols are single play only. I really wish they weren't, but they are.
