I'm not sure if this was explicitly mentioned somewhere, but are the Risa Jetpacks going to be usable only on Risa, and not in any ground map?

One of the devs confirmed in the blog 26 about the event, that the jet packs can only be used in the new Risa map only.
However, they are thinking of leaving the map in once the summer event is over.

I still think that using a term that's linked with dead bodies in rivers and unpleasent things left behind in toilets was a really dumb idea
"Floaters" is actually canon. We were going to be adding Jetpacks anyway, but when we watched "Let He Who Is Without Sin. . . " at one of the Friday watch & eats, we were surprised when Arandis or Dax or someone talks about renting some "Floaters."
Nothing we could do about it at that point, they were now Floaters.

I think you guys should do a Captain Proton Adventure Zone and a CP themed outfit that comes with a CP jetpack.
Maybe get a Holodeck themed FE-style thing. Basically, each of the 5 parts could be mini-adventure zones with potential for a basic costume unlock (Buster, Dr. Watson, etc maybe on up to basic Homes, basic Dixon Hill, etc) as part of a Holodeck rep system. You'd have C-Store packs that bundle an item in (photonic tommygun with Dixon Hill deluxe costume, jetpack with Captain Proton deluxe costume, magnifying glass that acts similar to Detective Mode in the Arkham games). And then maybe an FE series that winds through the adventure zones.
And to keep it grounded in Trek, maybe the other two eras could be more familiar to Trek, like a TOS themed program and, say, a program which casts you as a Starfleet Officer in a pre-TNG setting.

Well, I know there's no switch for that aside from as a clientside thing not everyone would see but I think the server-side solution would be to do something similar to "Temporal Ambassador" and swap in grayscale textures.

No doubt Tacofangs or another cryptic environment artist can correct me on this if I'm wrong, but from what I understand this is because when you increase the viewing perspective, you have to do a lot more work to make things look real.
In theatre, film, and television, an environment or set, will only be viewed by the audience from a limited perspective. Therefore in order to save money, set makers only apply the illusion of realism to that visual perspective.
One you exit the visual perspective, what looked real soon shows its true nature, half shapes, skewed perspectives, textured flat scenery, and once you go behind the scenes the illusion is gone forever, replaced by unpainted fibreboard and timber frames.
Virtual environment artists have learned from this and employ the same tricks, because it saves memory and processing power. If you've ever used a games noclip cheat or fallen through a map, you've gone 'behind the scenes', but this time the unpainted fibreboard and timber frames aren't there, because they're not needed. What you experience is a weird void-like space, where some things exist and others dont.
STO is no different, it's interior and ground maps, are designed and built, to be viewed at ground level. Look for videos/screenshots of people 'exploring' the grounds of Starfleet Academy or the rooftops of Hathon on Bajor, and you see that once you move from ground level or out of the intended visual perspective, things are not what they seem.
TL : DR; Flying limited to new Risa, 'cause every other map is not designed to be viewed from so many angles.
There are a lot of problems that come from allowing people to fly (trust me, I've worked on 2 separate Superhero MMOs). But Risa was built with this in mind, so it should be good to go. It would be a considerable amount of work (and a billion bugs) if we allowed you to fly your 'floater' everywhere else in the game.

well not Everywhere, but you could "Edit" some other maps to make the Floater usable.

I'm telling you, there is a ton of work in trying to retrofit an existing map, that was not designed for flying characters. It's not something I want to do, and I really hope we don't head down that rabbit hole.
There are one of a dozen different games that you could enable no-clipping/debug mode and fly around the map and could see that the maps were not designed to be seen from certain heights or to be able to walk on certain objects. Now you're going to need to add textures and designs to things not meant to be seen or were never made, like backs of buildings and add collision to roof tops that you would otherwise fall through, that is a lot of work.

Using Demo Record, maps do really weird things when even going a little bit into the air, much less flying around all over.

Whats that? Somebody put floaters in a canon? Now Risas gonna smell like a public restroom till August. Now we know the real reason there not giving out swimwear and letting us hit the beach.
Now I can understand what canon meens when used in game in chat, when describing some thing.

I heard from Brandon on Twitter that the Jet-Packs themselves will only be in the Summer Event, unless there's been a change of plans in the meantime
