is there anything cryptic or perfect world can do if I was selling my t2 fleet and they guy buying it kicked me and refused to complete trade I have ss's of the deal being made where he agree'd to pay and then didn't ?
Best method I find is half up front, then the rest when the transaction goes through. So if someone skips out on the deal, then you only lose half of the money instead of everything. Unless you trust the person, then expect the worst.
PWE/Cryptic folks in these forums have said as long as the fleet sale is made with in game resources, they support the selling/trading of fleets.
So, I would start a ticket AND contact PWE/Cryptic via email asking them to review any proof you have of the specifics of the deal and then have them review your account to show you were not compensated as agreed.
Please keep us posted of how the matter is resolved.
I will keep working on it but I don't hold out much hope .. maybe just maybe they can find enough proof to do something if nothing more then stop it from happening to someone else later on

They don't have to look for the proof.
You have to provide it.
A judge isn't going to look for proof, he is provided it by the prosecuting party. (you in this case)
I don't think it will do much good, but you should definitely pursue your options. It would be nice to have a precedent set for handling this sort of thing, even if it will probably be negative.
