For non-carrier I'd recommend the Fleet Tor'Kaht, good mix of tanking, firepower and turnrate. PvE against anything not a fighter, it's decently easy to line up DHCs and cause a lot of damage. I like it better than how the TSADestoyer looks on paper, and the [A->W]core on the TSAD is backward directing for a Tac wanting tankiness, IMO.
Jem Dread is pretty nice if you like large hp slow boats, the turnrate in on par with a Vo'Quv which makes the Kar'fi look fast by comparison. Keep in mind you need the JHAS in that character's ship inventory to be able to get the frigates if you want those. You'll want beams for all but the slowest PvE. I've been taking the one I have Fed side into ISE and CE with cannons as things are typically that slow, though I keep EPtE handy for quick-ish needs to move.
Another possibility you might want to consider is to bolt on the newer stuff onto the Kar'fi. I'm very much looking forward to the fleet I'm in to unlock the Dil Mine's consoles like RCS(ResAll) and Neutronium(Turn) to fill the two Eng slots. I've found the Tachokinetic Converter - 200 lobi - in a science slot and then a Mk XII blue RCS in an Eng slot to be a large help in my enjoyment of my DHC running Kar'fi. The new fleet cores look appealing too.
For carriers, I like the Jem HEC. It has a mediocre turnrate out-of-box, but if you use an Aux2Bat build, the extra engine power will make it play more like a real escort.
If you prefer a carrier I'd recommend the Kar'Fi as it turns well, has two hangars and has some amazing shields. It seems somewhat more survivable than the Jem'Hadar Dreadnought though it can't quite do the same damage.
If you prefer a battle cruiser, I'd go for the Bortasqu' Tactical Cruiser, it can tank decently and if you use the Lt Cmdr for Tac then it can pump out some incredible damage, especially if you have the set equipped. As for the turn rate issue which everyone brings up, some well placed skills into impulse thrusters, an RCS and a tractor beam makes keeping a set of DHCs on a target much easier.
Personally I prefer it in almost every way over the Tor'Kaht, but feelings aside, the Tor'Kaht is good to, it turns well, has a similar Boff layout, doesn't quite tank as well due to its lower hull but it does have a better cloak. However the Bortasqu' also has one more tactical console, another device slot, a few thousand more crew ( not that it matters they're all dead, Jim), it also benefits from the Bortasqu' set bonus to tactical systems, has more innate power to weapons (+15 rather than +10) and can transport a ship in front of it (though a Tor'Kaht could just use sunspace jump with similar results)
If you're looking to do large sustained DPS in PVE and a large alpha strike, then you may prefer the Bortasqu' as when you're coming to attack from cloak you have time to get into position. And a fully buffed assault including the auto cannon can be devastating, even to players.
At the end of the day, it's your choice, people on here can tell you builds or what ships have better stats and how they compare, but you also have to take into account how you feel and if you're comfortable in the ship. If you prefer a bulkier ship that turns less but punches harder then use the Bortasqu' or Jem'Hadar dreadnought, if you prefer smaller and nimbler ships, go for the Kar'Fi or the Tor'Kaht.

thanks for all the advice ... I actually picked up the JHDC with Lobi and I can still sell off the temporal science vessel I got in a box to pick up another ship
The JHDC is an amazing ship and I am running phased polaron beams with kinetic cutting beam and the Jem set XII
I have yet to be blown up doing all the elites so far but it seems to be lacking a bit of punch. I do not have access to the better jem pets or elite scorps yet. A few people have suggested running a Single Cannon build but that seems like a ton of turning needed to lay down the heat. So I am thinking of just maxing out this JHDC and selling off the Temporal Science and nabbing either the adap destroyer or waiting till the next group of lock box ships appears.
